In Jefferson Parish, the question is "What's that smell?" It might be a whiff of coal dust coming off a barge in the Mississippi River, sulfur breezing over from a plant in Chalmette or an illegal and potentially dangerous emission, origin unknown. For years, residents and elected officials have dialed 911 to report worrisome odors, without learning whether the emission was toxic or what action was taken to ensure it wouldn't happen again.

Dominion pipeline project secures permission from North Carolina regulators

Piedmont Natural Gas is one of four owners of the proposed Atlantic Coast Pipeline, which would take Marcellus Shale gas and transport it 550 miles from West Virginia and into Virginia and eastern North Carolina. A proposed natural gas transmission line has cleared a state regulatory hurdle, with the North Carolina Utilities Commission giving the OK to agreements for one of the owners to also be a customer of the pipeline.

Regulators fine GMP for wind project noise violations

Green Mountain Power will be required to constantly monitor sound coming from wind turbines, which could provide the most detailed assessment yet of a noise issue concerning some residents living near wind farms. The Vermont Public Service Board fined the utility $1,000 last week for exceeding sound limits it placed on the Kingdom Community Wind farm, which was approved in 2011.

Judge: secret utility, regulators talks to stop

A judge with the state's public utilities commission has banned all back-channel contact between commission members and the state's largest utility for at least a year. The ruling Thursday by Administrative law Judge Hallie Yacknin also bans Pacific Gas & Electric Co.
