GSA AND HUMAN RESOURCES DEPARTMENT The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. By developing a new generation of GNSS, Europe is laying the foundation for new hightechnology industry development, leading to job creation and economic growth. The Human Resources Department proactively contributes to the fulfilment of the Agencys mission, particularly regarding all matters related to the management of the GSAs Human Resources TASK AND RESPONSABILITIES The Human Resources HR Officer will work in the Human Resources Department of the Agency. The HR Officer will assist the Head of Department and team leaders in one, or more, areas of competence in achieving the Departments objectives within the context of GSAs overall mission. Specifically, hisher responsibilities may include the following Develop, review and update the Agencys HR policies, policy instruments and procedures, and ensure their implementation Coordinate the planning and organisation of the selection procedures, including participation in selection panels Organise the onboarding process of newcomers, administer the management of staff members rights, including relocation matters Coordinate performance management exercises and organisational development through the learning and development activities Ensure sound financial management of the Agencys HRrelated budget Compile and analyse HR data and produce reports Provide advice and guidance to staff on HR related matters Ensure correct application of the EU Staff Regulations and Conditions of Employment of Other Servants of the European Communities CEOS as well as relevant implementing rules Foster internal communication of HR actions and ensure compliance with data protection regulations Act as HR ambassador to promote good working culture and team spirit Take on additional tasks as required in the interest of the service. The GSMC is an operational centre of the GSA. It contributes to the fulfilment of the GSA mission by ensuring that sensitive information relating to the use of Public Regulated Services PRS is suitably managed and protected and not exposed to Galileo Control Centres. TASK AND RESPONSABILITIES The GSMC Engineering Officer will be responsible to ensure the compliance of the GSMC systems and its operations with the relevant legislation, implementing acts and instructions from relevant stakeholders. Heshe will belong to the GSMC Engineering team reporting to the GSMC Engineering manager. Hisher main engineering tasks and responsibilities will be related to development, deployment, maintenance and operational support Ensure the establishment, control and consistency of GSMC technical specifications and requirements on Galileo systems Support the deployment of systems of the Galileo infrastructure through dedicated programme reviews and processes Prepare and execute the validation campaigns on GSMC side Interface with programme stakeholders such as EU institutions and EU Member States, the European Space Agency ESA, the Galileo System Operator GSOp and industry Followup on anomalies, lessonslearnt and reviews Perform preparation, validation and maintenance of operational documentation and procedures Support configuration management for Galileo and EGNOS exploitation activities Prepare the training and organise the certification of operators. The GSMC Engineering Officer shall be available for occasional oncall duties outside normal working hours or upon request in case of operational emergency availability by phone with ability to come back to the site within predefined times that will be established to meet operational external requirements. Place of employment The job holder initial place of employment will be SaintGermainenLaye. However, the job holder may be requested to go on frequent missions or have temporary relocation to other GSA sites Spain and Czech Republic to perform similar tasks to those in France.
