Satellite Operations Engineer for Galileo Payload, Data Handling and TTC Subsystems Key Tasks and Responsibilities The Satellite Operations Engineer shall support the preparation, validation and execution of Galileo Payload, Data Handling and TTC operations. You will have the following responsibilities Flight Operations Procedures FOP preparation o Writing of procedures o Adapt procedures to new databases and procedures delivered by industry o Definition of validation scenarios o FOP validation, testing, result reporting Preparation of and participation in SVTs and simulations o Test and validation of operational items like CSIM, ASW, ODB, SCCF, MOIS o Participation in and provision of training spacecraft subsystems, Ops tools, Ops concepts o Anomaly Reports handling writing, action processing, support of review boards Operations Support o Support of routine, special and contingency operations during PF Commissioning, IOT and routine phase incl. provision of shift and oncall support o Provision of oncall service for the assigned subsystems during routine phase o Offline analysis of the subsystem performance Skills Experience You will have the following qualifications and relevant experience University degree in a relevant discipline Several years of professional experience in satellite operations engineering Knowledge of satellite subsystems Knowledge of satellite control center systems simulators, databases, etc. and software MOIS, SCOS, etc. Ability to work independently as well as good communication skills Fluency in English is mandatory This job is located in Oberpfaffenhofen. Payload AIT Test Manager

A vacancy has arisen for a AIT Test Manager for Telecom payload projects with Astrium in Portsmouth. The successful applicant will be responsible for managing all stakeholders during the most critical phase of the Payload Test Campaign, this being from the endtoend alignment of the repeater to the completion of the RF Performance Tests. The Test Manager owns the Test Schedule, its preparation and execution ensuring a successful delivery of the Test Campaign. Working on a single program, the Test Manager will in most cases also complete the RF Lead Function on the assigned program. Working on multiple programs in parallel, the Test Manager will be supported by an RF Lead assigned to each programe Responsible for the operational delivery of the test phase execution typically for a Eurostar 3000 Payload Programme to the Telecom Business Division Project Manager In direct management of up to 25 peoples work. Direct of up to 68 people. Key responsibilities The Payload Test Manager supports the Payload Manager with responsibility for ensuring adequate preparation and execution coordination of the full RF test campaign The Payload Test Manager role lies in the BDT Project team and reports to the AIT Payload Manager The Payload Test Manager is empowered to manage the system validation team and remove all blockers to the progression of the test phase of the payload AIT campaign Principal Duties The Test Managers is a service provider for operational execution of planned tasks in accordance with the AIT test schedule The test manager provides inputs to the schedule for the payload RF test activities the overall integrated AIT project schedule is owned by AIT Project Manager but all entries related to test are the responsibility of the test manager The test manager is in charge of making the test schedule happen by During the preparation phase managing the inputs from the Project Validation System team and flowing them down to the AIT department through the appropriate channels this role is in effect delegated to the AIT RF Lead Engineer if the Test Manager is not acting as RF Lead himself During the operational test phase the Test Manager drives the test campaign in the clean room supervises the review of the results and coordinates the communication between the validation team and the AIT Test Operations team for the day to day management of the tests During all phases, the test manager ensures coordination within the AIT department of all stakeholders for instance, Technical Specialists Test Systems Experts EMC team etc. During the operational test phase manage the unplanned work DEs by making sure the DE requested is valid, that requirements are clear and that all inputs are provided and then flow the DE down to AIT through the appropriate channels During the operational test phase The Test Manager schedules unplanned work rework requests to ensure best practice and maintenance of a Lean test campaign During the operational test phase The Test Manager is responsible for management and rescheduling of planned activities to ensure that the impact of any compromised activity is kept to a minimum. During operational build and test phases, the RF Lead Engineer maintains ownership for the test campaign and is responsible for expediting issues and investigations ensuring schedule adherence. Responsible for the daytoday facilitation of tests. The responsibility for the preparation of the AIT test activities lies with the RF Lead Engineer The responsibility above includes the monitoring of the delivery to AIT Operations of test assets and ancillaries required for normal test activities this is in effect the role of the RF Lead, but ultimately will enable the test manager to deliver in his role Ensures standard working practices are adhered to, minimising costs and eliminating waste Responsible to make sure that the second closure process is robust and integrated across functions Validation Project RF engineering AIT and quality Responsible for the RF Engineering teams inputs provided to the AIT test team to make sure that all inputs going to the operations test team are optimum. Responsible for the AIT teams inputs provided to the project validation team to make sure that all results passed on to the projects have been reviewed in AIT and make sure a timely feedback on these test results is provided by validation to the AIT test team Responsible for developing skills and capabilities both in the project and the AIT team Increase overall competence and agility of the Payload Test Centre of Excellence Drive real time continuous improvement in the AIT and project teams The Test Manager responsibilities can also include the RF Lead Engineer responsibilities as a given individual can cumulate both roles on a given project. These responsibilities are as follow Take over from the Payload AIT Technical Specialist at the end of the AIT Customisation phase typically at EDC 5 months to become the focal point of the AIT Test Team on the project the RF Lead is assigned to Ensure that standard modes of working and standard processes are adhered to for the preparation and the execution of the standard RF Tests typically on a Eurostar 3000 Payload Interface with the Payload systems engineers for issues related to test requirements, verification methodology for nonstandard tests and investigations Interface with each process owner within the Payload AIT Test organisation Electrical Alignment and RF Performance for the development and deployment of Payload Test Equipments Test Products and Test Software Ownership of the Payload test plan. Management of the delivery of the test procedures with support from the Process Owner Responsible Engineer for each module Ensure communication to the operational test team about any nonspecific aspect of the programme Manages and report on the readiness of all operational procedures, test assets and test software guaranteeing adherence to the project schedule. Identification and management of Risks and Opportunities including the establishment of mitigation plans Chairs the multiplestakeholder weekly meetings during which the AIT Test readiness status is presented to the internal customer and to other AIT stakeholders such as the Payload AIT Project Manager Represent the AIT Test Team on the project in the context of the Monthly Project Review and report on overall test readiness to the Head of AIT and to the department first line Attend the project schedule review as required and provide inputs related to the planning of the preparation and execution of the overall Test Phase. The Lead Engineer will also take responsibilities for raising non conformances, ensuring contribution to problem solving, implementation of investigations and corrective actions as detailed by the NRB. Interfacing where necessary with Prime and Spacecraft AIT on matters concerning Payload test. This includes the RF Lead involvement in the CAIT Payload Handover process when the Communication Module is shipped to Toulouse to Spacecraft AIT. Take an active role in the Payload AIT Test Continuous Improvement through Lessons Learnt and Second Closure Support the development of the RF Engineers supplying guidance and test experience to maintain a highlevel of expertise within the team and encourage a knowledge sharing culture Abilities Essential Strong leader capable of leading a crossfunctional technical team Drive and focus on the delivery of a Telecom Payload Test Schedule Experienced RF engineer able to interpret test requirements and test results High level of analysis skills enabling the Test Manager to act as focal point in the context of investigations Good communicator able to represent the overall UK Payload Team for all aspects related to test on a given project in front of the customer Risk mitigation analysis and the capability to realise the potential and release the potential to recover a Test Schedule As part of the RF Lead abilities Technical problem solving Methodical in investigations management and reporting Analysis skills enabling risks identification and mitigation A good understanding of the functionality of communication satellites Practical knowledge experience of complex test campaigns Operation of current RF test systems and DC test equipment Able to plan, execute, delegate and monitor technical activities to other engineers Able to focus a team of engineers on a schedule of activities and motivate them to produce outputs in line with scheduled requirements Able to present technical data to peers and project managers in a coherent manner Must be able to perform as the focus of a team and be able to recognise and capitalise on the abilities of individuals Qualifications andor Skills Essential An Engineering graduate with relevant similar industry experience Desirable Graduate in Electrical RF Engineering Aerospace Electrical manufacture and design or Ground station operations Previous Experience Essential RF communication engineering and measurement techniques. Experience in a lead engineer role in a similar environment essential. Capable of analysing requirements and realising cost efficient solutions. Teamwork and leadership attributes with excellent communication skills. The Soil Moisture and Ocean Salinity SMOS mission was launched in November 2009, and is currently under extension until end 2016. The Payload Operations Engineer will report to the Head of the Earth Explorer Management Office, based in ESOC. The incumbent will carry out payload operations activities, which include the following tasks preparing and executing the SMOS payload mission planning and operations during the mission, including anomaly recovery and management and coordinating the operations as needed with the CNES Mission Operations Team maintaining the Flight Operations Procedures, Payload Data Base and Payload Onboard Operations Procedures during the mission assisting the Head of the Earth Explorer Management Office in the management of the Flight Operations Segment maintenance contract, including any evolution of the ground systems to ensure the continuation of the mission participation in Quality Working Groups and workshops to further enhance the mission, supporting the ESRIN Mission Manager interfacing with the CNES Mission Operations Team, and industry for technical matters related to any anomalies or payload operations evolution as a result of satellite systems degradation providing training to and technically managing the other engineers provided by industrial contract working as part of the SMOS payload operations team. QUALIFICATIONS Applicants for this post should have a university degree or equivalent qualification in Engineering or Physics, together with good professional experience in spacecraft andor operational applications. Indepth knowledge of the SMOS mission is essential. Candidates should be systemminded, be able to work as a member of an interdisciplinary team, be selfmotivateddisciplined and be results oriented. Experience with Payload Operations is highly desirable and Platform Operations is an asset. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset.
