Ground Stations Engineering Support 1313073 Job Description The Ground Stations play a key role in Space and Ground Segment operations, the Key person will therefore be expected to acquire and maintain a Systemwide view of the Ground Segment, particularly in the areas of spacecraft TTC and payload data transfer. The Key person shall divide his time and expertise, according to the workload, between the various programs to support the long term evolution and maintenance of the EUMETSAT Ground Stations. Reporting on the performance of the Ground Stations and associated systems together with a status report of any ongoing activities. Provision of Ground Stations support to operations during critical mission phases, pre and post launch i.e. SVT, LEOP, IOT and contingency. Maintenance of operational Ground Stations procedures, databases and documentation in accordance with the configuration management and quality assurance practices. Provision of technical support during the creation of maintenance agreements and contracts. Assist with the preparation or evaluation of proposals for modificationsimprovements to the Ground Stations and associated equipment. Planning and scheduling the implementation, testing and validation phases of any modificationsimprovements. In performing these tasks, the key person shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards and quality management procedures. Required Skills and Experience University degree or equivalent in a relevant discipline. Minimum of 5 years experience in the Operations and Maintenance of Large Ground Stations andor Ground Stations EngineeringIntegration used for GEO andor LEO missions. Ground Station design, integration and testing, particularly in the areas of Antenna, RF, Base Band and Tracking subsystems, including the generation of Requirement definition and ICD specifications. Operation and configuration of various types of Baseband equipment including integrated TTC and ranging systems i.e. Cortex type and High Data Rate Modulators and Demodulators. Maintenance and Operation of large Ground Stations particularly in Local and Remote MC including databases and automated procedures, redundancy management, Site Infrastructure and liaison with Service providers. Analogue and digital modulationdemodulation schemes used on the Ground to Space interface for TTC, Mission data transmission and Data Collection Systems. Execution of Spacecraft interface verification testing, prior to launch in support of the SVT, and post launch in the form of RF IOT as part of Spacecraft Commissioning. The Key person should be used to working proactively within a small team, being able to work with the minimum of supervision. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. The ability to conduct all activities in an orderly and disciplined manner, and working calmly and correctly under stress, is essential. Good communications skills, to allow the effective communication of information under a variety of circumstances with the operational team. Fluency in English. knowledge of French would be an advantage. Desirable Skills and Experience Knowledge and experience of some of the following subjects would be considered as a distinct advantage Implementation of relevant ECSS standards and CCSDS recommendations concerning Space Link Services and Space Link Extension SLE protocols. Commercial satellite and micro wave data links. Basic knowledge of WAN, LAN and TCPIP protocol. Consultancy Support for Ground Segment System Engineering 1313076 Job Description The Consultant will carry out tasks which support activities related to Phase B of the EPSSG programme and Phase CD of the MTG programme in the area of ground segment engineering. The ground segments of these programmes consist of TTC and payload acquisition ground stations, mission control systems, data processing and archiving facilities, data dissemination facilities and the associated network elements. The Consultant will perform typical system engineering activities such as Requirements engineering, which consists in requirement analysis and validation, requirement allocation, and requirement maintenance. Design, build and configuration which results in a physical architecture, described by its complete functional, physical and software characteristics. System analysis, which is performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness. Performance of trade studies for assessing effectiveness, risk, cost and planning. Planning for integration and verification, which final objective is to demonstrate that the deliverables conform to the specified requirements. The consultant, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase B Support the generation, refinement and management of the GS system requirements in the Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification. Support the refinement and maintenance of the ground segment functional model. Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation. Perform analyses architectural tradeoffs, technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents. Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements. Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs. Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering. Support the management of the requirements baseline, including for changes, deviations and waivers and evaluation of impact on element baselines. Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level. Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design. Support to the performance of elements design for internally developed elements. Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews. Participation in reviews and meetings at system, ground segment system and element level.
