Location Luxembourg with the possibility to live in FranceGermany Start Date ASAP JobType Full Time Permanent Employment Responsibilities You will be the DSP Communications Engineer for the project and will be responsible for the DSP software and algorithm design for the telecommunication payload of OQ Technologys first satellite mission. You will also work closely with a multidisciplinary team and partially manage external partner activities. Below is a summary of the typical tasks required for this post Work with a multidisciplinary team with a wide range of skill sets including but not limited to software development, firmware development, algorithms development data analysis, and RF design Explore modern wireless and Telecommunication standards. Explore modern techniques and unconventional methods for algorithm design and problem solving. Identify requirements, participate in design specification generation activities. Design and implement of digital signal processing DSP algorithms for communication applications. Generate creative, technically sound solutions and rapidly prototype them to support proofofconcept experiments. Model, simulate and Implement DSP algorithms in FPGAs from MATLAB andor CC or Python or equivalent languages. Collaborate with and partially manage external partners on the FPGA software design and development activities. Participate in project management and planning activities. Contribute to ESA management and technical documentation for project reviews. Requirements Candidate should be living in Europe or has EU citizenship. Mandatory Knowledge M.Sc. in ElectronicsElectricalTelecommunications Engineering or an equivalent qualification from a recognized institution 3 years of experience as RD Engineer for realtime DSP algorithms for digital communication systems telecommunication systems in a related industry or academia Proven experience using industry standard simulation tools, such as MATLAB andor CC, Good knowledge of scripting languages such as Shell, Python, etc. Experience with current telecommunication standards Proficiency in spoken and written English. Desirable Knowledge Ph.D. in ElectronicsElectricalTelecommunications Engineering or an equivalent qualification from a recognized institution. Experience and contributions in one or more of the following telecommunications standards IEEE, ETSI, ATIS, 3GPP, GSMA, ITU, etc. Experience with Software defined radio SDR. Experience with communication modem design and development. Experience in satellite communication. Knowledge of VHDL Verilog for RTL design and verification. Demonstrated technical lead andor project management experience. Selfstarter and proactive. Ability to adapt to change in an entrepreneurial environment. The consultant is expected generate and maintain detailed documentation in English as an essential part of the tasks above. This may comprise writing and reviewing requirement and design specifications, change proposals, preparing documents supporting procurements, reviewing data packages belonging to technical inspections and reviews, writing and reviewing the asbuilt communication and network solution specification, writingreviewing test reports and overall status reports. The key person will assume and maintain the following roles and responsibilities within the Team Ownership of customer communications systems needs. Prime interface and point of contact for ensuring customers needs are understood and translated to technical specifications and constraints. Requirements In addition to having a University degree in a relevant engineering discipline, the key person shall demonstrate significant knowledge and a minimum of 5 years direct experience in the area of specification, design, implementation, verification and maintenance of communications systems. The key person shall have skills and experience in the following areas Domain Skills Understanding and translating the business needs imposed by satellite ground systems environments or similar on networking, and the delivery of an associated network infrastructure along with functions and systems that are demonstrably viable and optimal to meet the stated requirements. A demonstrable ability to analyse complex systems and present them in a comprehensible way to across other technical and managerial domains, with the specific ability to understand and communicate the relevant detail whilst maintaining focus on the overall systemwide aspects. Experience with estimating and scheduling of multiple concurrent technical activities such that milestones and their likely achievement can be communicated. Communication skills, in terms of experience in authoring technical and project documentation, and then being able to present it to a broad audience in English. Development, Verification Maintenance Skills The key person should demonstrate substantial recent direct experience with all aspects of network engineering within a comparable ideally satellite ground system and ICT communications system lifecycle. This should include for example identification of needs to deployment, operations and eventual decommissioning, and explain how those skill and experience would be directly relevant to meeting the requirements of the position. Supporting examples should be provided of recent experience where such skills have been deployed. This would include experience with mature change, configuration, capacity and problem management processes and systems. Evidence of having worked with customers and stakeholders to extract and document business or crossdomain requirements, translating them into technical formal communications requirements for delivery within a project methodology. Experience in the design and delivery of test plans such that deliverables can be validated against their likely ability to meet stated requirements. Technology Skills Internet Protocol network design, specification, documentation, testing, fault finding, and evolution Indepth knowledge of Cisco design methodologies, technologies and solutions ideally including enterprise WLAN infrastructure. It will be beneficial if the key person holds current Cisco certifications or equivalent. Familiarity with the trend to virtualise the above technologies and to recommend and justify when and why such approaches may be optimal, in addition to then deploying and supporting them e.g. SDNs. Security skills associated with securing the communication system e.g. next generation firewalls, VPN, intrusion detection and prevention, strong authentication. Skills appropriate to associated domains e.g. computing clientserver, storage, dissemination. Network performance monitoring in terms of both the network and the applicationssystems it supports in terms of supporting fault finding, documentation, performance tuning, capacity and configuration management etc. Familiarity with IP based Telephony Systems Other Skills The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the key person must be able to work effectively in this language. The key person shall also be assessed for the following skills and qualities Working proactively with the minimum of supervision in an individual or team environment. Conducting activities in an orderly and disciplined manner, working calmly and correctly under stress. Working in teams and sharing expertise and experience with other team members. Able to commit to the plan and deliver the expected results on time or to report proactively if any deviations are foreseen. Take ownership of problems through to effective resolution.
