KPN reaches new compliance agreement with ACM
2014-06-25 09:05:00| Telecompaper Headlines
(Telecompaper) Dutch regulator ACM has reached an agreement with KPN on improving the incumbent operator's compliance and oversight. The ACM found that KPN has made progress in improving its internal compliance and meeting its regulatory obligations, allowing the regulator to end its heightened surveillance of the operator from 01 July. The two signed a new Compliance Covenant, and as part of that KPN has agreed to drop its appeals against a number of sanctions imposed earlier by the ACM. This includes withdrawing its appeal against the EUR 29.7 million fine for the OT2010 government contract, making the fine definite. KPN said it welcomed the ACM's decision, which recognises its efforts to adhere to the law and regulations.

KPN raises 4G speeds, increases data bundles
2014-06-17 14:11:00| Telecompaper Headlines
(Telecompaper) KPN is increasing the size and speeds of its 4G data plans from July, with no change in pricing. The Dutch operator will also start the deployment of 1,800 MHz spectrum in its LTE network, using carrier aggregation to increase capacity. The network upgrade will start in the Randstad (Amsterdam, Schiphol, Rotterdam, The Hague, Utrecht) and Eindhoven. The entry-level plans will now have the same speeds as more expensive plans, going from 25/5 Mbps to 50/25 Mbps. In addition Sim-only plans will come with the same data allowances as plans with handsets. The two lowest plans of 250 and 500 MB will increase to 1 GB per month, and the most expensive plan will come with 5GB, rather than 4GB with a handset and 2GB Sim-only. Some Hi plans will also come with increased data, and all Hi plans, Sim-only and contract, will have the maximum speed of 50/25 Mbps. KPN said the deployment of 1,800 MHz band frequencies will also prepare the way for the introduction of LTE Advanced later this year. At a presentation in Delft, the company showed LTE-A achieving speeds of 200 Mbps. The operator is working with Ericsson on the roll-out.

Dutch govt wants first say in any acquisition of KPN
2014-06-11 07:05:00| Telecompaper Headlines
(Telecompaper) The Dutch government has issued a new bill aimed at better protecting the national telecom infrastructure. Any company seeking to control either KPN or its networks must first obtain a certificate of no objection from the ministry of economic affairs. The bill is the brainchild of minister for economic affairs Henk Kamp, who also put forth the idea on behalf of minister for security and justice Ivo Opstelten. The government considered partially reversing the privatisation of KPN as an alternative instrument, but then rejected the idea. The same went for getting a golden share. The government felt it was too expensive and may not be in line with EU rules. Kamp said he wants to bring a final bill to Parliament in the spring of 2015, after consultation with bodies such as the European Commission. Kamp added that the current Telecommunications Act was inadequate to address the issues relevant to a potential takeover of KPN. A penalty imposed by ACM would have little effect on a party putting its business interests in second place.
