The Key Person will support the Ground Stations and External Interfaces GSEI team within the RSO division and shall support the daily operations of the Ground Stations and their interfaces to the other components of the ground segments to ensure their maximum availability and reliability. This role will focus on the ground stations supporting EUMETSATs low Earth orbiting LEO satellites EPS, EPSSG and JCS but the engineer will also be expected to support the geostationary orbit GEO stations when required. In addition, the Key Person will be expected to acquire and maintain Systemwide knowledge of the Ground Segments, particularly in the areas of spacecraft monitoring control and the flow of mission data, due to the central role the ground station plays in spacecraft and ground segment operations. The tasks will include Longterm planning and shortterm scheduling of the operational usage of the ground stations to support both the needs of the Flight Operations Division FLO and Ground Stations engineering team Interface with project teams for the implementation of system upgrades to support major operations projects and major activities described in the Operational System MidTerm Evolution Plan. This will include ground station changes required to support major space segment evolutions Interfacing with the ground stations maintenance teams and industry representatives to ensure optimised performance by the ground stations, including participating in the definition, specification and implementation of any changes Planning and coordination of upgrades, repairs and evolutions with the engineering teams and FLO division Organising the validation of these upgrades, repairs and evolutions with the Controller Teams Definition and maintenance of ground station operations procedures and operations guides Maintaining operational ground stations databases Investigation into anomalies, their documentation, classification and correctionmitigation, participation in associated Anomaly Review Boards Provision of training, through production and presentation of written materials, practical demonstrations and presentations, to other members of the Operations Department PROFILE In addition to having a university degree in a relevant technical discipline or the equivalent ground stations experience, the Key Person shall have the following mandatory attributes at least five years experience in ground stations TTC operations in support of multiple Low Earth Orbit LEO andor Geostationary GEO spacecraft at least five years experience in a realtime 247 spacecraft operations environment, ideally in an earth observation environment excellent interpersonal and coordination skills Experience of the following would be a distinct advantage major upgrades or evolutions of operational ground stations defining and implementing the verification and validation of ground stations interfaces between ground stations and ground segments firstline hardware and software failure diagnosis and correction baseband operation and configuration The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the Engineer must be able to work effectively in this language and have knowledge of the other. The Key Person will support the RSO division but shall initially provide support to the PRD department for the development and operations preparation of the MTG Programme focussing on system and ground station aspects, ensuring they are brought to a suitable level for the transition of the programme into routine operations. The role comprises a range of tasks across a number of different departments within our customer so the Key Person will need a broad knowledge of operational ground segments and how the ground stations fit into the general scheme. The Key Person shall also support the routine operations of the existing MTP, MSG and EPS ground stations, as well as their future evolutions. The Key Persons main duties will include the support to System and Ground segment operations preparation activities Ground segment procurements for the future programmes including acceptance and validation phase Review documentation and attend formal reviews as part of the procurement process Supporting and witnessing IVV testing for future programmes Definition and maintenance of operations procedures, including system and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Day to day operations of current and future ground stations including daytoday planning, monitoring and first line anomaly investigations Processing and coordination of system and ground segment anomalies in particular but not limited to ground stations , their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Analysis of ground station obsolescence, and upgrade paths within a 247 operations environment Participation in technical meetings, formal reviews, and scheduling and planning meetings Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations and Engineering Teams. Dissemination Operations Engineering Consultancy Support

One of our clients in Germany is looking for a Dissemination Operations Engineering Consultancy Support. The Key person shall support the Dissemination Team of the Realtime Services System Operations Division of the Operations Department supporting routine operations such as dissemination and encryption services, the introduction of new products, and the operations preparation phases of new dissemination services, such as for MTG and EPSSG. Tasks The duties range from the support to the operation of the various dissemination components, to the analysis, implementation and testing of new data streams and monitoring and reporting functions. It also includes the settingup and implementation of operational procedures, and the coordination with external organisations and service providers. In particular the tasks of the Key person will include Support to routine operations of the dissemination and encryption functions within the Ground Segments, including performance monitoring and in the case of anomalies, the identification and application of firstline corrective actions. Support to the operations of data encryption functions in the ground and space segment of the companies programs. Control, population and operation of dissemination related databases and configuration files for both inhouse and remote systems. Support to the preparation, validation and maintenance of ground segment operational procedures. Support to dissemination services related training of the Control Centre Team. Support in the analysis and resolution of user enquiries related to dissemination services Support to the HW and SW configuration of the companies Reception Stations. Support to the rollout and validation of new releases of the companies Reception Station SW packages. Investigation into system anomalies that impact on the data dissemination services. Generation of Engineering Change Proposals to improve the operational effectiveness of the encryption and dissemination functions. Support to design, implementation and verification testing of corrections and improvements. Support to the verification, validation and rollout of new releases of dissemination and encryption software. Coordination of the operational validation of releases and changes affecting the dissemination system. Definition and implementation of dissemination service monitoring and reporting tools, and generation of related reports. Support to the generation and maintenance of a products database for dissemination administration. Participation in meetings and reviews. Qualifications A university degree or equivalent in a relevant discipline. Experience Minimum 5 years experience in operations or software maintenance of realtime data dissemination systems, and be familiar with DVBS satellite communications and ground segment operations. Significant work experience on operating system level in major Linux distributions and Windows Windows 7, 8, 10. Furthermore, it would be a distinct advantage for the Key person to have experience with the following DVB based receiveonly earth stations for satellite communications. IP multicast data distribution systems, such as Tellicast provided by Newtec. Dissemination of meteorological andor environmental products. Formalised software testing. XML language and tools. Subversion, CVS, eclipse. Interaction with operational or research organisations. DVBS2 technology. Knowledge and Skills For the accomplishment of the listed tasks, knowledge and experience of the following is mandatory Basic System administrator skills Configuration, installation and scripting for Linux and Windows. Computer literacy, including Evaluationanalysis of systemapplication events and logs. Tool based presentation of logs and results Excel etc. Monitoring of near real time data flows in large computer networks. Satellite based and terrestrial data distribution systems. Provision of near realtime data services in a highavailability environment 247. First and second level support in data services. Interaction with endusers. Coordination of system changes and interfaces with external organisations. Encryption technologies, USB smart cards, TripleDES. Formalised hardwaresoftwaresystem testing. Configuration control. The Key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision.
