JOB DESCRIPTION Consultancy services to support the operations, the engineering and the science to be undertaken as part of the Copernicus Sentinel3 routine operations. The operational, technical and scientific activities will be conducted under the responsibility of the EUMETSAT Copernicus Sentinel3 Operations Team within the EUMETSAT Operations and User Support Department with the support of the EUMETSAT Technical and Scientific Support Department. The Consultancy Services Framework provides a mechanism for EUMETSAT to call for consultancy services to support the activities in the operations of the Sentinel3 mission. Sentinel3 is a Low Earth Orbiting mission to support services relating to the marine and global land environment, with capability to serve further atmospheric and cryosphericbased application areas. The objectives of the Sentinel3 mission encompass the commitment to consistent, longterm collection of remotely sensed marine and land data, of uniform quality, for operational ocean state analysis, forecasting and service provision, in the context of the Copernicus Services as set up by the European Commission. Responsibilities Duties Tasks The tasks of the consultant shall be carried out at the EUMETSAT Headquarters in Darmstadt, but travel within Europe may be required for certain tasks. Fluency in English is mandatory this is the working language at EUMETSAT, and the consultant must be able to work effectively in this language. The consultant shall have the experience and capability to fulfil the assigned tasks with a minimum level of supervision. The support will involve crossdivisional interactions and interface with experts in various disciplines e.g. system engineering, instruments, operations, science. Dissemination Operations Engineer Background, Tasks and Responsibilities The Dissemination Operations Engineer DOE shall mainly perform tasks related to dissemination in support of Copernicus Sentinel3 during the routine operations phase. The tasks primarily involve the support to the operations of the various dissemination components, the analysis, testing, and implementation of new data streams and the monitoring and reporting. It also includes the settingup and implementation of operational procedures, and the coordination with external organisations and service providers. The consultant should have the following background 5 years experience in operations of realtime data dissemination systems, and be familiar with DVBS satellite communications and ground segment operations. Demonstrated experience in the provision of near realtime data services in a high availability environment 247 Demonstrated experience Encryption technologies, USB smart cards, TripleDES Demonstrated experience DVB basedreceiveonly earth stations for satellite communications Demonstrated experience IP multicast data distribution systems, such as Tellicast provided by Newtec. System Service Operations Engineer The System and Service Operations Engineer SyOE shall mainly perform tasks related to system and ground segment in support of Copernicus Sentinel3 during the routine operations phase. The tasks primarily cover the support to the end to end operations monitoring and control and interaction between the various system and ground segment components, the analysis, testing, and implementation of new functions, as well as monitoring and reporting functions. It also includes the settingup and implementation of operational procedures, and the coordination of operations with external organisations and service providers. Indicative Profile of the Consultant The consultant should have the following background 3 years experience of realtime satellite and ground segment operations. Demonstrated experience in the monitoring and control of complex satellite ground segments Demonstrated experience in endtoend monitoring of data driven ground segments Demonstrated experience in systems operations across a distributed ground segment with external partners Remote Sensing Expert Topography mission The Remote sensing expert for the topography mission RSET shall support the calibration and validation calval, quality control and performance optimisation of the operational marine products from the topography instruments suite SRAL, MWR and precise orbit determination on Sentinel3. The RSET will implement and test calval and performance monitoring procedures hosted in the S3 PDGS data processing infrastructure and EUMETSAT computing facilities,. The RSET will report on product quality and performance, contribute to the investigation, diagnostic and solution of quality issues, as well as to the improvement of the topography products. The consultant should have the following background 3 years of direct experience in calibrating, validating or deriving geophysical products from satellite altimeter data in marine research or operations. Knowledge and experience of the C language and with satellite product visualisation and assessment tools. Knowledge of precise orbit determination from ranging or GNSS. Job Category Junior Engineer. Data Processing Expert The Data processing expert DPE shall support the configuration, testing, operation and performance optimisation of the operational marine product processing chains aka Instrument Processing Facilities or IPFs in the Sentinel3 PDGS. The DPE will test, monitor and diagnose the end to end performance of Level 1 and Level 2 IPFs in the S3PDGS. Heshe shall liaise with the entities in charge of maintaining the IPFs as well as the other operators on Level 1 IPFs in the S3 Ground Segment. The DPE will support the validation of new IPF configurations releases The consultant should have the following background 5 years of direct experience in developing and testing scientific data processing in the C language, preferably in an operational context and related to satellite data. Proficiency in configuration control, software development environments is required. Data Ingestion and Retrieval Service Engineer The Data Ingestion and Retrieval Service Engineer DIRSE shall support the Sentinel3 operations with respect to EUMETSATs Data Centre Archive and the related ondemand data access services to users. Tasks include acceptance testing and operational validation of new upgrades and enhancements prior to their release as well as Support to the development of the netCDF product formats and the CF metadata standard. The consultant should have the following background 3 years of experience in using UNIX, shell scripting, XML Good knowledge of standards, conventions and formats used for Earth Observation EO Satellite data. Marine and Ocean Training Expert The S3 Marine and Ocean Training Expert MOTE shall support the exploitation of the Sentinel3 marine data in respect to EUMETSATs user activities, in particular through the provision of information, management of training activities and engagement with user groups. The consultant should have the following background 5 years of experience in training and in using satellite data in marine research or operations. Understanding of the processes used to retrieve marine geophysical parameters in one or more elements of the Sentinel product suite and have the proven ability to relate to user groups and subject matter experts. Qualifications Experience Required at least five years work experience in operations preparation and routine operations of Geostationary GEO andor Low Earth Orbit LEO satellite systems and their associated ground segments at least five years work experience defining and implementing the verification and validation of spacecraft mission control systems software at least three years work experience in operation of the MSG Central Facility system. Knowledge and experience with the following is considered an advantage experience developing and maintaining operational procedures using the APEX procedure management system experience in mission planning functions and systems as applied to satellite mission control operations experience in the use of databases and SQLrelated querying in relation to spacecraft mission control systems experience in the use of satellite simulators experience in the use of Windows operating systembased satellite control systems experience of using configuration management systems such as CVS familiarity with flight dynamics functions as applied to satellite mission control operations familiarity with ECSS and CCSDS standards related to spacetoground interfaces and applicable to Satellite Monitoring Control Systems Packet Telemetry and Telecommand standards, PUS Packet Utilisation Standard, etc. familiarity with the SCOS spacecraft control system familiarity with the EPOCH IPS MC product suite from Integral Systems now Kratos familiarity with Unix and Linux operating systems.
