Serco Nederland BV is looking for support to the project control activities of the IrisANTARES Project TIAPI and SATAIS 2B Project TIAPA, within the Telecommunications Satellite Programmes Department TIAP at ESTEC. Task Overview Duties include the preparation and maintenance of overall programmatic aspects of the two projects, i.e. cost, finance, documentation and progress control as well as risk related aspects with the aim to provide full visibility on all aspects related to programme resources. Specific duties for both IrisAntares and SATAIS 2B Projects include Implementing and operating planning and control procedures to provide full visibility on all activities related to their progress, while ensuring compliance with established requirements for management reporting on cost, schedule and industrial return Assisting in the preparation of tender documents with respect to management, cost and scheduleplanning requirements and participating in the evaluation of proposals, preparing information required for subsequent contract negotiations and participating in all tasks related to placing of contracts Supporting the management of industrial contracts, monitoring assigned contracts with respect to cost, progress, invoicing, payments, industrial return, geo return, deviations from plans and trends, interface with Delegations Establishing and maintaining of annual budgets, manpower planning, cost at completion and geo return files Monitoring financial commitments for compliance with budgetary provisions and financial regulations Administering of manpower, missions and industrial procurements from a financial perspective Participating to reviews and progress meetings Providing required programmatic, workforce and financial data as well as support with analysis of such data as required to the DTIA Business Unit Controller Preparing the regular programmatic and financial reporting to ESA management and national delegations Supporting the risk management process Qualifications and Requirements Applicants require Masters in Engineering, or MBA or equivalent University degree from a recognized Institution of secondary studies or equivalent qualification in Business Administration, together with a project control background and experience in the disciplines related to the tasks. You will have a minimum of four years experience in a similar position Essential skills Experience in controlling andor management of activities and resources in aerospace industry Experience in maintaining a Cost at Completion, anticipating and highlighting areas of concern, initiating mitigation actions. Experience in preparation of synthetic reports with deviations from plans and trends. This includes Industrial as well as Operational cost Experience with the application of project management and project control principles related to the preparation, negotiation and implementation of industrial procurements Experience with industrial return forecasting and reporting Experience in maintenance of a risk register, high level schedule and document configuration control Experience in project review and risk management processes Experience in the analysis of business cases 3rd party investments is an asset Highly proficient with planning and project control tools e.g. SAP, MS Excel, MS Project Excellent planning and organization skills and attention to detail, good judgment and a pragmatic approach Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule Good sense of contacts and communications, ability to interface at appropriate level with relevant actors within and outside of the Directorate Proficient in the English language, both written and spoken Desirable Skills Familiarity with relevant ESA corporate applications e.g. ESAP, Eclipse is an asset Previous ESA experience in a similar position Additional EU languages Please note that Serco reserves the right of changing the advertisement closing date or to close vacancy at any time. DUTIES Working under the authority of the Head of the ESTEC EAC ProgrammeProject Control Unit the Project Controller is initially responsible for the control of the activities related to the procurement of the Automated Transfer Vehicle ATV. Until the successful completion of the programme, the Project Controller supports the ATV project in the implementation of its industrial activities, in accordance with the approved budget and in line with the established administration processes and the ESA contractual and financial Regulations, as well as in the preparation of plans and reports concerning the programmatic aspects of the project, i.e. schedule, cost, finance, configuration, documentation, progress control and risk related aspects, with the aim to provide full visibility on and control of all activities related to project resources. After the completion of the ATV programme, the tasks will evolve in other areas of project control within the Directorate of Human Spaceflight an Operations. The incumbents duties include but are not limited to the following supporting preparation of work breakdown structures, work packages and schedule preparing tender and contract change documents covering management, programmatic and financial domains. Participating in evaluation of proposals and change documents and preparing information required for subsequent contractual negotiations supporting contractual negotiations with industry in management, programmatic and financial domains controlling assigned contracts with respect to financial commitments, cost, schedule, progress, invoicing, industrial return, deviation from plans and trends report generation and maintenance related to financial, schedule and performance data. Update and maintenance of data in both directorate and corporate information systems. Provision of inputs to budgets, reports and forecasts planning and reporting on cost, schedule, industrial return, and workforce. Preparation of forwardlooking estimates relevant to project specific data evolution as well as future developments assisting to the definition and the implementation of planning and control procedures and assuring industry compliance with established formal requirements for management, costs, schedule and risks reporting establishing guidelines for the approved projects maintenance within the cost limits. Preparation and maintenance of costtocompletion and proposal of corrective actions maintaining an inventory of programme hardware organising and participating in ESA reviews of industrial activities contributing to the risk management function through the identification of potential problem areas, analysis of their impact and proposal of remedial actions interfacing with industry on all financial and schedule control matters. QUALIFICATIONS Applicants for this post should have a university degree or equivalent qualification in a relevant field of engineering or a related discipline together with substantial experience in the project control areas related to the tasks under consideration, preferably gained in the aerospace industry. An extensive knowledge of the ATV Project in terms of both technical and programmatic content is required. A minimum of three years direct involvement in programmatic aspects of the project is considered mandatory. Familiarity with computer systems and planningcoordination tools is essential. Knowledge of project accounting is required and knowledge of ESA rules and procedures is an asset. Candidates are expected to demonstrate excellent planning and organisational skills, attention to contractual detail, good sense for figures and ability to work effectively in a team environment. They must possess good judgement, integrity and communication skills. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset.
