Job description For our customer, EUMETSAT in Darmstadt, Germany, we are seeking an experienced System Engineer to contribute to the definition and operations preparation for the future EPS Second Generation EPSSG mission. You will be a member of the EPSSG Ops Prep Integrated Team OPIT at EUMETSAT and be involved in supporting the development of the EPSSG system. The support will include general Operation Preparation aspects but will focus on systemlevel and coordination responsibilities. Responsibilities The activities for this consultancy will cover Operation Preparation definition and coordination tasks focusing on System Operation aspects. The tasks and responsibilities will typically include the following Lead endtoend Operation Preparation activities when external entities and partners are involved, in coordination with relevant existing operational interfaces managed in the EUMETSAT Operations Division OPS Deputise for the System Ops Team Leader in charge of the Ground and System Operation Team Manage and coordinate Joint Operation Plans and Operations Interface Control Documents Support OPS team leaders in managing the development and validation of end toend System Operation Procedures and Timelines which cover Operations related to Databases, On Board Software and System routine contingency scenarios. Lead System Timeline procedures definition Coordinate with OPS team leaders to ensure compliance with existing OPS workflows and processes as per the Operations Management Plan OMP In coordination with OPS teams, contribute to the Reference Operations Plan and ensure coherency with mission concepts Contribute to the SSVT Specification and Organisation Plan and coordinate all SSVT test plans with Satellite and System teams Define the Operations Validation Plan and ensure technical coordination for the related future activities Ensure coherency and homogeneity of all delivery mechanism to Ops Prep and future operational usages Coordinate with OPS the MMI definition and control room layout organisation Ensure focal point of contact for coordination with VV team Ensure focal point of contact for coordination and Ops Prep support to OGS team Coordinate communication within Ops Prep team ensure newcomer induction and reading materials Support EPSSG System team for requirement traceability to Operations and Concepts This is a fulltime position with a planned starting date ASAP. The tasks will be carried out at EUMETSAT facilities in Darmstadt, but travel within Europe may be required for certain activities. Oncall support is not foreseen as a routine task. However on very specific phases e.g. satellite launch campaign, beginning of operational phases oncall support may be requested. Qualifications Competencies In addition to having a University degree or equivalent in a relevant discipline, you shall have a demonstrated experience of at least five years in the field of Spacecraft Operations with specific experience as follows Expertise in space to ground interface and endtoend system dataflow ensuring mission data availability to end users Good system knowledge of the main functional elements of a ground system which are used for the monitoring and control of a satellite Spacecraft monitor and control operations on a SCOS2000 based system Experience in the operation or development of satellite ground segment facilities, in particular procedure development, monitor and control, mission planning, onboard software management, performance analysis, configuration management and simulator facilities Demonstrated experience in a similar key role for the definition and validation of specific operation preparation phases such as SSVT, validation campaigns or rehearsals Operation development life cycle and Operation Preparation environment such as procedure editor and databases management tools Specification of system and operational concepts, facility requirements and external operational interfaces management The working language for the position is English and therefore the person must be able to work effectively in this language. This job position is for our customer EUMETSAT. PRS is responsible to organise with the SAFs all development or operations oriented reviews, and provides review secretariat support. The EUMETAT SAF Web Area encompasses a suite of webbased tools necessary to support SAF Network Management activities. Examples are the Webbased RID tool supporting the SAF Reviews and the tools enabling control of the SAF baseline. Such tools need to be kept uptodate in line with progress of SAF developments. The following Tasks shall be performed Using the EUMETSAT Webbased RID Tool, support the preparation and conduction of all SAF Reviews, properly configuring the tool for each review, based on related organisational notes, and the generation of review reports. The contract shall also support the evolution of the used Webbased RID tool in line with evolving requirements as well as detected anomalies to be corrected. Typically, up to 3035 SAF Reviews are conducted every year, either by email exchange, with collocation meeting of the review board and the SAF project, or when via teleconf. Update and refine the structure of the SAF Network Management Intranet and Extranet areas and update the related content in line with the evolving status of the SAF Network. Maintain on the SAF Network Management Extranet the SAF Controlled Documentation Baseline at network level and for each SAF. The continuous evolution of the SAF Network also requires systematic updates to the contents of related pages in addition to maintaining their coherence with the interlinked external web sites e.g. SAFs Leading Entities, relevant International Initiatives. This requires continuous crosschecks between EUMETSAT SAF Web pages and external pages. In addition, using the EUMETSAT Web Site framework, the key person shall support the conception of appropriate Web Pages allowing the retrieval the SAF Baseline. Ingestion of the related new documentation metadata into the supporting Database Update of the SAF System Architectural synthesis available through the Internet Configure the SAF EUMETSAT FTP Server, used in conjunction with other WEB Tools. A dedicated FTP Server is available for the exchange of documentation between the SAFs and EUMETSAT. This FTP server supports specific SAF reviews and also a dedicated documentation exchange during different phases of a SAF project. In the context of the development of the new EUMETSAT Satellite Systems, and in particular of MTG and EPSSG, there is a need to ensuring proper interactions and crosscoordination between SAFs and the EUMETSAT Programmes, as committed to provide products based on data from related satellites, and these programmes. Specific support tasks are therefore requested as follows. Support the followon of the SAF Developments related to MTG and EPSSG,including assessment of evolution of requirements, evolution of design and interfaces with respect to the baseline plans, providing synthesis elements to be made available via InternetExtranet. Support the supervision and assessment of SAF Verification and Validation activities for all new productsoperational chains related to MTG and EPSSG, in particular in terms of Evaluation of the test progress with respect to EUMETSAT Multi Mission Elements MME of the Ground Segment Dissemination and ArchivingRetrieval Evaluation of the coherence of the SAFs Verification and Validation plans and Test Records with respect to the programme Verification and Validation approach of new satellite programmes in development Supporting the distribution to SAFs of Test Data related to new satellite programmes in development for use by SAFs for verification and validation purposed Gathering of Verification Validation Results provided by SAFs for inclusion in the Verification Validation Files of the new programmes in development.
