Ground Segment System Engineer

We are looking to further enhance our team by Ground Segment System Engineering You will be based initially for 1.5 years at our clients headquarters in Darmstadt, Germany. Extension of a further 2 years may be possible. In this large European Agency you will find an excellent and modern working environment with challenging tasks and responsibilities. Your Tasks Include The Consultant will carry out tasks which support activities related to Phase B of the EPSSG programme and Phase CD of the MTG programme in the area of ground segment engineering. The ground segments of these programmes consist of TTC and payload acquisition ground stations, mission control systems, data processing and archiving facilities, data dissemination facilities and the associated network elements. The Consultant will perform typical system engineering activities such as Requirements engineering, which consists in requirement analysis and validation, requirement allocation, and requirement maintenance Design, build and configuration which results in a physical architecture, described by its complete functional, physical and software characteristics System analysis, which is performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness Performance of trade studies for assessing effectiveness, risk, cost and planning Planning for integration and verification, which final objective is to demonstrate that the deliverables conform to the specified requirements. TASKS The consultant, as a minimum, shall accomplish the tasks identified hereafter. In support of Phase B Support the generation, refinement and management of the GS system requirements in the Ground Segment Requirements Document, including analysis of the system level requirements and design, requirements tracing and justification Support the refinement and maintenance of the ground segment functional model Support the definition of the Ground Segment architecture addressing the overall design of the ground segment system and its physical elements, including the GS deployment view, and generation of the associated architectural design documentation Perform analyses architectural tradeoffs, technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering, and contribute to the GS design justification and GS Technical Budgets documents Support to the decomposition of the GS System into procurement elements including allocation of requirements and functions from GS system level, and contribution to the element level requirements, especially requirements common to all elements Support the identification and definition of GS external interfaces, and internal interfaces between the different GS elements, and their documentation in ICDs Support the generation of IVV related concepts and documents, including integration and verification plans and preliminary verification control documents. In support of Phase CD Support the completion of the detailed design of the ground segment system, including analyses architectural tradeoffs, system technical budgets, risk analyses to ensure completeness and coherence of the design for all aspects related to system engineering Support the management of the requirements baseline, including for changes, deviations and waivers and evaluation of impact on element baselines Support to GS element level activities, especially review of element level designs, ensuring coherency and consistency between the elements and the GS system level Support to finalisation and subsequent maintenance of the ground segment internal interfaces definition Support to studies internal or external and the evaluation of their results, and related engineering proposals for the ground segment detailed design Support to the performance of elements design for internally developed elements Support to preparation of the ground segment system and constituent parts assembly, integration and verification detailed planning. General Support to the preparation of, and participation in, phase reviews. Participation in reviews and meetings at system, ground segment system and element level. Support to the preparation and maintenance of schedule, resource allocations and work breakdown structures for the GS system engineering activities. In the performance of these tasks, the Consultant shall comply with the applicable Client rules Directory of Instructions DI and the Management System, the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures. The set of applicable rules and working practice to be applied during the execution of the work will be made available at start of the duties. The tasks to be assigned to the Consultant will be agreed through dedicated workpackages with clear identification of activities and outputs expected. Your Profile MANDATORY SKILLS The Consultant shall have a university degree or equivalent in the domain of engineering or science, together with at least 5 years of demonstrated experience in the following areas and disciplines Extensive experience in the specification, design including functional analysis and modelling, implementation, integration, and verification of large and complex Earth Observation ground segments Experience in the preparation of ground segment requirements and design documentation Experience in system engineering practices and processes, especially in the field of space systems engineering, including knowledge of ECSS standards and system life cycle processes Detailed knowledge of at least 2 of the following and a good overview of the others i. Networking Communications, ii. Ground Stations, iii. Near RealTime Data Processing chains, iv. Process Engineer in the Ground Facilities Operations Division

Your Tasks Include The postholder shall provide support to two organizational units, 50 to the Ground Facilities Operations Division HSOON and 50 to the Business Unit Control Office HSOB. The two customer entities will coordinate, internally and with the contractor staff, the planning and scheduling of their respective activities. Under the authority of the Head of Ground Facilities Operations Division, the postholder will be responsible, with 50 of hisher time, for supporting the Head of Ground Facilities Operations Division in routine activities of the division and the ongoing streamlining and modernization of work methodologies and processes, and, with 50 of hisher time, for supporting the Head of the Cost Centre Control Unit in the Business Unit Control Office in the area of processes management, in particular for the development, documentation, review, update and amendment, implementation and revision of key management processes. Analysis of the existing HSO processes, their design, documentation and implementation. Identification of gaps and potential areas for improvement. Coordination and documentation of process reviews and lessons learned workshops with HSO entities affected by the processes in question and with HSOQ. Coordination and documentation of process design workshops for new HSO processes with HSO entities affected by the processes in question and with HSOQ. Consolidation and archiving of the outcomes of the reviews and workshops in a process documentation file. Drafting of new and updated or amended existing policies, procedures and work instructions for HSO processes in accordance with results of the analyses and reviews or workshops. Proposal and analysis of meaningful process indicators. Coordination of the review of draft updates and amendments to existing policies, procedures and work instructions for HSO processes. Finalization of the process descriptions for approval. Follow up of the formal release process with HSOQ. Validation of new processes through prototype implementations. Rollout, implementation and followup of approved processes in accordance with their specifications, but excluding auditing of processes. Drafting of new or amendment of existing Directors Instructions, as necessary, in line with the approach outlined above. Maintenance of a process status document. Your Profile Applicants should have a university degree Masters in an engineering or science discipline and a strong interest in the aspects of organisation, processes and change management, e.g. demonstrated by relevant studies or training. Tasks EUMETSATs Technical and Scientific Support TSS Department and in particular the System Engineering and Projects SEP Division is providing support to the development of new programmes.
