TASKS The Key person shall provide support to the routine monitoring, development and operation of current and future Clients dissemination systems managed by the Dissemination Team of the RSO Division. The duties range from the support to the operation of the various dissemination components, to the analysis, testing, and implementation of new data streams and monitoring and reporting functions. It also includes the settingup and implementation of operational procedures, and the coordination with external organisations and service providers. In particular the tasks of the Key person will include Support to routine operations of the dissemination and encryption functions within clients Ground Segments, including performance monitoring and in the case of anomalies, the identification and application of firstline corrective actions. This task requires the provision of standby and callout support out of normal working hours see below Support to the operations of data encryption functions in the ground and space segment of clients programs Control, population and operation of dissemination related databases and configuration files for both inhouse and remote systems Support to the preparation, validation and verification of ground segment operational procedures Support to dissemination services related training of the Realtime Services and Operations Team Support in the analysis and resolution of user enquiries related to dissemination services Support to the validation, verification and rollout of new releases of dissemination and encryption software Investigation into system anomalies that impact on the data dissemination services Generation of Engineering Change Proposals to improve the operational effectiveness of the encryption and dissemination functions Support to design, implementation and verification testing of corrections and improvements Coordination of the operational validation of releases and changes affecting the dissemination system Support to definition and implementation of dissemination service monitoring and reporting tools, and generation of related reports Support to the HW and SW configuration of Reception Stations Support to the validation and rollout of new releases of Reception Station SW packages Analysis of problems in the area of Reception Stations Support to activities in the uplink domain, including operational validation of releases and changes implementation and validation of new services and new data flows integration of new data providers management of the configuration of uplink server. Support to the generation and maintenance of a products database for dissemination administration Participation in meetings and reviews. Analysis and review of future Dissemination Programme Requirements in an operational context. In the performance of these tasks, the Key person shall apply clients configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. PROFILE In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have minimum 3 years experience in operations or software maintenance of realtime data dissemination systems, and be familiar with DVBsatellite communications and ground segment operations. The Key person shall have significant work experience on operating system level in major Linux distributions and Windows 2000, XP, Windows7. Knowledge and experience of the following is mandatory Computer literacy, including Configuration, installation and scripting for Linux and Windows Evaluationanalysis of systemapplication events and logs Tool based presentation of logs and results Excel etc. Monitoring of near real time data flows in large computer networks Satellite based and terrestrial data distribution systems Provision of near realtime data services in a highavailability environment 247 Support of operational 247 data services Interaction with endusers Coordination of system changes and interfaces with external organisations encryption technologies, e.g. USB smart cards, TripleDES Formalised hardwaresoftwaresystem testing Configuration control. Furthermore, it would be a distinct advantage to have experience with the following DVBS based receiveonly earth stations for satellite communications IP multicast data distribution systems, such as Tellicast provided by Newtec Dissemination of meteorological andor environmental products XML language and tools. Subversion, eclipse Unix scripting bash, perl, python DVBS2 technology The Key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision. The official languages are English and French. The working language for the position is English and therefore the consultant must be able to work effectively in this language and have knowledge of the other. Good communication skills are essential for the fulfilment of the tasks requiring interaction. WORKING HOURS Two types of support are required from the Consultant Normal support Standby callout support Standby callout support The following provisions shall apply for standby callout support Our client will specify in advance, on a work package basis, the schedule and scope for standby support. Requests for standby support must be authorised by the client technical representative. During periods of standby support, the Key person shall respond to calls by telephone or beeper outside normal working hours, and shall provide remote support to Operations. The Key person may, by telephone, ascertain the nature of the problem but must be available, if required, to be present in the Mission Control Centre within one hour of callout. In such a case the callout support will essentially aim at restoring the missionservice. REPORTING Formal reporting is required at monthly intervals or in the event of a major task completion. The monthly reports and any other reports or technical documentation generated shall be submitted in writing directly to the Clients technical representatives. The work will be released in individual Work Packages.
