Hilltop demanding attention to nuisance properties

Matt Rhodes, who owns four rental properties on the Hilltop, says this house on N. Oakley Avenue has been vacant for more than 12 years, hurting neighboring properties. Rental-property owner and real-estate agent Matt Rhodes is frustrated that his complaints about blighted houses in the Hilltop neighborhood seem to go unheeded by city inspectors.
