Overview The contractor will provide support to the Management Project Control Support Office in the Directorate of Telecommunications Integrated Applications DTIA. The Documentation Configuration Management Officer will work across the TIAP projects, and also be delegated to work on specific Projects i.e. PACIS 3, EDRS Global, QKDSAT, NEOSAT. As such, heshe willliaise on a daily basis with the various members of TIAP Projects, projectmanagers, industrial partners other TIA colleagues. The principle tasks and responsibilities will include Acting as the focal Configuration and Documentation management expert within TIAP to support the definition and maintenance of theproject Configuration Management Processes and tools, to ensureexchange of experience and to promote standardisation. Contribute towards the project CADM plans and monitor CMperformance together with the Product Assurance Managers. Liaise with our Project TeamsIndustrial Partners to set up ProjectsConfiguration, Documentation and Management systems taking intoaccount ESA requirements and Partners usual practices to support theestablishment of configuration control methods, procedures andstandards. Support on Configuration Control Boards CCBs by maintaining awellstructured record system for the disposition of RFWs, RFDs andconfiguration change requests proposals Act as secretary to the CCB. Support TIA DDRO in fulfilling hisher duties for TIAP Department. Keep Eclipse updated with new RfWRfDs, for project specificinformation and latest RfWRfD status. Notify CCB members and the appropriate expertsspecialists to evaluate RfWRfDs. Communicate outcomes of CCB meetings to the parties involved. Support on Preparation of formal Configuration Managementrequirements, with the aim to be included in industrial contracts. Support the implementation and maintenance of adequate configuration control methods and procedures, consistent with applicable standardsrequirements. Provide a qualitative and normative support to TIAP Projects. Conduct configuration audits and configuration inspections. Support project audits, and work in collaboration with TIA QMS Audit Administrator. Support users in retrieving documents from local DMS, DMSs fromexternal partners andor industry. Setup and monitor operations and maintenance of the TIAP DMS for management, storage and control of ESA Unclassified with Limited Distribution e.g. ITAREAR Docs and Classified Information. Training TIA staff and Contractors on Eclipse and other DMS Tools. Set up, coordinate and participate in Project Reviews to ensure theavailability of the Data package and manage the RIDeRID System. Work in collaboration with TIA Information Security Officer ISO andTIA PSSO. Support TIA ISO organizing the Information Protection awarenesseducation and awareness training for TIAP staff and Contractors. Act as the Alternate COMSEC Item Custodian ACIC. Support TIA ISO coordinate inputs related to TIA programmeprojectSecurity Classification Guides. Knowledge of Agencys internal IT tools is an advantage. Specific qualification requirements Masters degree or equivalent qualification, with 4 years of relevant working experience. Experience in supporting on Cybersecurity and QMS audits. Experience in handling Sensitive Information. Hold a Personnel Security Clearance. ISOIEC 27001 Certificate is required. IPX CM 0102 Certificate is an advantage. Knowledge of ESA Configuration and Documentation Managementstandards ECSS is considered an advantage. Proficient in MS Office packages with experience of high level Project Administration. Knowledge of ESA administrative and documentation managementtools is an advantage. Excellent planning and organisation skills and attention to detail. Good communication skills. Ability to work both autonomously and as part of a team within theboundaries of assigned tasks and a stringent schedule. Initiative and motivation to perform to high standards in a demandingenvironment. Ability to establish and maintain effective working relationships withthe outside world e.g. Industry. Fluent in the English language spoken and written. Knowledge of other European languages is an asset. Tasks and Activities The scope of work will include Monitor and ensure uniformity of corporate security throughout all the RHEA office locations. Define in close collaboration with the RHEA Group CSO the RHEA Corporate Security Program. Actively support and be a driving force in the execution of the following tasks related to RHEA Group security procedures Define and update the security procedures for the RHEA Group Ensure the application of the security procedures for the RHEA Group e.g. through security briefings, awareness sessions, trainings, etc Monitor and ensure uniformity of security throughout all the RHEA office locations Inspect, review and monitor the security program and activities of all companies in the RHEA Group. Ensure that all Key Senior Officials e.g., those personnel in executive or senior management roles are cleared to the highest level of access required and inform SGRSSMISIS of any change to the organizations ownership or change in the list of Key Senior Officials. Maintain a Classified Document Register for receipt and issue of Classified documents for the company and ensure to make them available for future Audit. Monitor the handling and control of ProtectedClassified documents and media. Actively support the investigation into breaches of security or security incidents. Support the annual security inspection and keep report for a period of 3 years. If needed review contract security requirements for compliance possibly together with the CISO. Inform relevant regulatory bodies e.g. SGRS prior to any physical move or new construction, which could affect the protection of sensitive information and assets. Act as one of the RHEA Group point of contact, in addition to and as deputy of the RHEA CSO and supported by the ACSO, for security communications with relevant regulatory bodies e.g. SGRS. Skills and Experience The following skills and experience are mandatory You have a recognised University Degree at least at a Bachelors level and preferably with some specialisation on Security activities. You have at least 56 years of experience working within a corporate and facility security environment. You have in depth and detailed knowledge of and experience with Implementation of physical security procedures and policies within a complex organisation ISO27k implementations, procedures and audits National security clearance procedures incl. Site clearances, Personnel Security clearance and screening requests, visit clearance requests, etc., in Europe, mainly Belgium, Italy, Czech Republic, the Netherlands and Germany.
