Documentation Configuration Management Officer

Position Reference 107 You will work across the TIAP projects, and also be delegated to work on specific Projects i.e. PACIS 3, EDRS Global, QKDSAT, NEOSAT. As such, you will liaise on a daily basis with the various members of TIAP Projects, project managers, industrial partners other TIA colleagues. Tasks and Activities The scope of work will include Acting as the focal Configuration and Documentation management expert within TIAP to support the definition and maintenance of the project Configuration Management Processes and tools, to ensure exchange of experience and to promote standardisation Contribute towards the project CADM plans and monitor CM performance together with the Product Assurance Managers Liaise with our Project TeamsIndustrial Partners to set up Projects Configuration, Documentation and Management systems taking into account ESA requirements and Partners usual practices to support the establishment of configuration control methods, procedures and standards Support on Configuration Control Boards CCBs by maintaining a wellstructured record system for the disposition of RFWs, RFDs and configuration change requests proposals Act as secretary to the CCB Support TIA DDRO in fulfilling hisher duties for TIAP Department Keep Eclipse updated with new RfWRfDs, for project specific information and latest RfWRfD status Notify CCB members and the appropriate expertsspecialists to evaluate RfWRfDs Communicate outcomes of CCB meetings to the parties involved Support on Preparation of formal Configuration Management requirements, with the aim to be included in industrial contracts Support the implementation and maintenance of adequate configuration control methods and procedures, consistent with applicable standardsrequirements Provide a qualitative and normative support to TIAP Projects Conduct configuration audits and configuration inspections Support project audits, and work in collaboration with TIA QMS Audit Administrator Support users in retrieving documents from local DMS, DMSs from external partners andor industry Setup and monitor operations and maintenance of the TIAP DMS for management, storage and control of ESA Unclassified with Limited Distribution e.g. ITAREAR Docs and Classified Information Training TIA staff and Contractors on Eclipse and other DMS Tools Set up, coordinate and participate in Project Reviews to ensure the availability of the Data package and manage the RIDeRID System Work in collaboration with TIA Information Security Officer ISO and TIA PSSO Support TIA ISO organizing the Information Protection awareness education and awareness training for TIAP staff and Contractors Act as the Alternate COMSEC Item Custodian ACIC Support TIA ISO coordinate inputs related to TIA programmeproject Security Classification Guides Skills and Experience The following skills and experience are mandatory You have a Masters degree or equivalent qualification You have a minimum of 10 years of previous work experience as project coordination in Public Private Partnerships projects experience in Telecommunication business is an asset and at least 2 years working in Configuration Management support and Documentation Control roles You have experience in supporting on Cybersecurity and QMS audits You have experience in handling Sensitive Information You hold a Personnel Security Clearance You possess a ISOIEC 27001 Certificate You are proficient in MS Office packages with experience of high level Project Administration You have excellent planning and organisation skills and attention to detail You possess good communication skills You are able to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule Initiative and motivation to perform to high standards in a demanding environment You are able to establish and maintain effective working relationships with the outside world e.g. Industry You are fluent in the English language spoken and written. Documentation Control Backlog Support

Specific Tasks The support is to be focused on the Galileo Project documentation. The backlog also includes partially verified or partially uploaded documentation that is already at archive stage, but where the inprocessing, filing or archiving tasks have been performed only partially. This is typically the case for documentation that was not fully inprocessed e.g. missing original file format or missing attachments, reduced checks were performed partial document verification or metadata was not fully determined and entered in the repository. Documentation control comprise the task areas of inprocessing handling, filing organization and metadata and archiving NAV libraries. The ideal candidate shall perform document control duties for the NAV Directorate. The service involves the task areas of inprocessing, e.g. transfer of files from data sources to workareas filing, comprising data organization and metadata identification archiving either in documentation management systems or storage areas, either digitally or physically. reporting, i.e. statistics, KPIs, problems and progress status The prime focus for the post holder is the backlog including data packages and documentation that was processed incompletely in the repositories. The priority which data to process is defined by ESANAV according to needs. The Key Person will interface mainly the Head of the Configuration and Data Management Unit and configuration Management Officers in NAV. Specific duties include inprocessing, comprising transfer of files from data sources such as SFTP or shared drives to workareas checking of files against the NAV CADM and subordinate requirement lists checking physical media and extraction of data and files recording problem documents and interfacing originator for resolution identification of documents checked and ready for upload to the repositories identification of special data files such as ITAR and application of special procedures filing, comprising data organization and metadata identification fields required identification or creation of target areas for final repository of files, including folders and logical groups collections, libraries etc preparation of upload sheets to repositories, i.p. Tasks The EUMETSA T public documentation related to remote sensing and products includes e.g. Study reports, Formal product specifications, e.g. Product Format Specifications, Product Generation Specifications, Algorithm Theoretical Baseline Documents, Product Guides and Fact Sheets, Product validation reports, The EUMETSAT Web site www.eumetsat.int is the main medium where such documents are made available.
