Quality Assurance QA Engineer on EPSSG

For our activities in EUMETSAT, we are currently looking for a Quality Assurance Engineer to work on the EPSSG Programme within the Low Earth Orbit LEO Division. Tasks and Responsibilities EUMETSAT QA Engineers are deployed as integrated support to the various programmes, but belong to the PRS division which is part of the TSS Directorate. The EPSSG QA Engineer will be part of the EPSSG QA Team which provides support to the EPSSG Programme. More particularly the key person will be integrated into the EPSSG Ground Segment team to perform QA activities related the EPSSG Ground Segment. The tasks of the key person shall include, but not necessarily be limited to the following Implement EUMETSAT QA policies in the assigned areas, in accordance with the Programme specific QA plan for all phases covered by the relevant contract, more specifically o implement the EPSSG QA plan for the management of the Ground Segment activities, and update it as required o define QA procedures for Ground Segment Phase CD, and contribute to updates of Ground Segment management and development plans o ensure the correct implementation of the relevant processes in the area of the Ground Segment. Ensure that the baseline definition of the ground segment remains under control including management of Change Requests, Change Proposals, Requests for Waiver Deviation, preparation of Change Control Board meetings, etc. Manage and support the Anomalies Review Board ARB and Nonconformances Review Board NRB Analyse and report to the QA LEO Manager and to the Ground Segment Manager on QA critical issues, proposing and following up preventive and recovery actions. Provide QA support for the Ground Segment Risk Management activities in conformance with the Risk Management Plan, organising risk sessions, maintaining the GS Risk Register, following up associated actions and proposing updates to the Risk Management Plan as necessary. Support the regular monitoring of established metrics on the main processes within the EPSSG Ground Segment. Follow the development of the Ground Segment subsegments, liaising with the Ground Segment suppliers QA office, agreeing QA processes, reviewing QA aspects of deliveries, attending progress meetings as relevant and identifying areas of concern pertaining to QA. Review and contribute to as required, from a QA perspective, documents produced by EUMETSAT contractors and by the EPSSG Ground Segment team. Organise project reviews related to the EPSSG Ground Segment according to the prescribed processes, also acting as Review Secretary as required. Organise and perform QA audits in liaison with the LEO QA team, the Ground Segment team and EUMETSAT suppliers, as required. Maintain, as necessary, the EPSSG Ground Segment QA. Provide QA support for the implementation of Configuration Management processes. Requirements The successful candidate is required to have the experience and capability to fulfil the assigned tasks in autonomy and with the minimum level of supervision. The key person shall have, as a prerequisite, a background of at least 5 years in space systems with focus on ground segment area, with at least 3 years of experience in project QA positions. The key person should have a university degree technical knowledge in the areas mentioned above will be an asset. In detail, the successful candidate is expected to demonstrate sound handson experience in QA processes definition, implementation, monitoring and control sound handson experience in risks management and lessons learned processes sound experience in a rational application of international quality standards good knowledge of ECSS standards sound handson experience in managing, reporting and followingup of procured items knowledge of project management and project planning, including the ability to identify and report on critical paths some knowledge of requirements management tools, e.g. DOORS ability to draft management reports and executive summaries in English sound handson experience of working on collaborative programmes between different partners very good knowledge of Microsoft Office Suite including Microsoft Access good interpersonal skills, including mediation skills. The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the key person must be able to work effectively in this language knowledge of French would be an asset.
