Overview The contractor will support activities during the initial phases of the end to end satellite system design and involves studies at the level of pre Phase A but does not, in principle, involve the implementation phase. The service shall be delivered by experienced satellite communications system engineer, with industrial experience in the design and development of satellite communication systems, specifically in the space segment payload, RF, optical, ground segment andor in institutionalsecure satellite communications domain. The work will be performed onsite at ECSAT within the Telecommunications Technologies, Products and Systems Department in ECSAT Harwell, UK. The contractor will work predominantly onsite at ECSAT Harwell UK. An initial training period in ESTEC, Noordwijk NL of maximum 3 months might be required. Regular travel for the purpose of supporting meetings and reviews at Industry premises and to ESTEC in particular shall be undertaken as required. The postholders tasks will include Assessment of new concepts and techniques to be applied to next generation institutional e.g. security related satellite communication systems, for both space and ground segment Monitoring and assessing the need and potential for future satellite telecommunication missions and systems in the aforementioned domain Support the initiating and managing prospective studies on new mission concepts and architectures Analysis, definition, initiation and management of industrial activities associated to new projects in the telecommunication satellite system domain Analysing and preparing proposals for new telecommunication satellite telecommunication projects, in particular in the area of institutional i.e. security related programmes, including the definition of mission requirements Definition of all the elements endtoend associated to the missionsystem architecture of new telecommunication satellite projectssystems Assessment and analysis of the best concepts and technical solutions to meet the defined mission and system requirements Assessment of the potential and benefits at system level of new techniquestechnologies. Perform tradeoffs between different conceptstechnologies to optimize the endtoend system Support activities related to system studies and Phases A of new telecommunication satellite projects Preparation of inputs to status internal reports Acquire and maintain endtoend system engineering expertise for the development of new telecommunication satellite system concepts and in new ESA ProjectsProgrammes. Specific qualification requirements A University degree or equivalent qualification in Engineering Significant demonstrated industrial experience in satellite telecommunication systems design, including substantial experience in satellite payload andor satellite telecommunication endtoend system engineering Specific experience in the area of secureinstitutional satellite communications systems, which is considered a valuable asset The successful candidate should demonstrate proven technical capabilities, resourcefulness, selfmotivation Excellent organisation and communications skills Ability to establish and maintain effective working relationships Ability to document their work and to produce high quality documents Ability to work and communicate effectively in English. Knowledge of another ESA member state language is an asset. The Candidates are expected to interact with other groups in the Division, experts from TIA and TEC as well as with manufacturing industry and satellite operators and service providers. The service contractor shall participate in working groups and meetings to support the preparation of new projects. Examples are i Preparatory working groups to identifydefine new opportunities ii Exploratory meetings with potential industrial companies and with prospective partners iii Review meetings preparatory phases phase 0 and A. Legal and Security Requirements All applicants must be legally allowed to work in the United Kingdom without obtaining a VISA work permit. Applicants are required to provide a copy of their passport and degree certificate. Aurora will validate the Degree with the issuing University and provide evidence to ESA. Prior to issuing a letter of employment the applicant shall provide to Aurora a recent official document declaring that they are of good conduct from the country where currently resident. Location The work will be performed at the European Centre for Space Applications and Telecommunications ECSAT at Harwell, UK. Contract The selected candidate will receive good remuneration. Will be registered for both social security and tax in the United Kingdom. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. For our activities in EUMETSAT, we are currently looking for a Satellite Application Facilities Engineer. Tasks and Responsibilities The EUMETAT SAF Web Area encompasses a suite of webbased tools necessary to support SAF Network Management activities. Examples are the Webbased RID tool supporting the SAF Reviews and the tools enabling control of the SAF baseline. Such tools need to be kept uptodate in line with progress of SAF developments. The following Tasks shall be performed Task 1 Using the EUMETSAT Webbased RID Tool, support the preparation and conduction of all SAF Reviews, properly configuring the tool for each review, based on related organisational notes, and the generation of review reports. You should also support the evolution of the used Webbased RID tool in line with evolving requirements as well as detected anomalies to be corrected. Typically, up to 3035 SAF Reviews are conducted every year, either by email exchange, with collocation meeting of the review board and the SAF project, or when via teleconf. Task 2 Update and refine the structure of the SAF Network Management Intranet and Extranet areas and update the related content in line with the evolving status of the SAF Network. Task 3 Maintain on the SAF Network Management Extranet the SAF Controlled Documentation Baseline at network level and for each SAF. The continuous evolution of the SAF Network also requires systematic updates to the contents of related pages in addition to maintaining their coherence with the interlinked external web sites e.g. SAFs Leading Entities, relevant International Initiatives. This requires continuous crosschecks between EUMETSAT SAF Web pages and external pages. In addition, using the EUMETSAT Web Site framework, you should support the conception of appropriate Web Pages allowing the retrieval the SAF Baseline as identified in Task 2 above. Task 4 Ingestion of the related new documentation metadata into the supporting Database Task 5 Update of the SAF System Architectural synthesis available through the Internet Task 6 Configure the SAF EUMETSAT FTP Server, used in conjunction with other WEB Tools. A dedicated FTP Server is available for the exchange of documentation between the SAFs and EUMETSAT. This FTP server supports specific SAF reviews and also a dedicated documentation exchange during different phases of a SAF project. In the context of the development of the new EUMETSAT Satellite Systems, and in particular of MTG and EPSSG, there is a need to ensuring proper interactions and cross coordination between SAFs and the EUMETSAT Programmes, as committed to provide products based on data from related satellites, and these programmes. Specific support tasks are therefore requested as follows. Task 7 Support the followon of the SAF Developments related to MTG and EPSSG, including assessment of evolution of requirements, evolution of design and interfaces with respect to the baseline plans, providing synthesis elements to be made available via Internet Extranet. Task 8 Support the supervision and assessment of SAF Verification and Validation activities for all new products operational chains related to MTGand EPSSG, in particular in terms of o Evaluation of the test progress with respect to EUMETSAT MultiMission Elements MME of the Ground Segment Dissemination and Archiving Retrieval o Evaluation of the coherence of the SAFs Verification and Validation plans and Test Records with respect to the programme Verification and Validation approach of new satellite programmes in development o Supporting the distribution to SAFs of Test Data related to new satellite programmes in development for use by SAFs for verification and validation purposed o Gathering of Verification Validation Results provided by SAFs for inclusion in the Verification Validation Files of the new programmes in development. Support to EUMETSAT Programme Reviews The EUMETSAT PRS Division supports the overall Review processes for the programmes in development, at system, ground segment and lower level as appropriate. For these review the Webbased RID tool is used and maintained configured by PRS. In this context the Contractor shall perform the following tasks Task 9 To support the configuration of the Webbased RID Tool in line with the organisation notes for EUMETSAT Programme reviews. Typically, this support will be relevant for up to 10 reviews per year. Task 10 To support the programme review secretariat during the conduction of reviews is so explicitly requested and agreed. Requirements Essentials As a minimum, you should have a Bachelor of Science in Computer Science or equivalent, and a proven experience and skills as specified hereafter General Knowledge of Ground Segment Engineering lifecycles Experience in Project Reviews Organisation and conduction Knowledge of requirements definition and traceability Knowledge of engineering standards used in Ground Segment Developments, such as ECSS Experience in WEB application in implementing and maintaining web contents and services for Internet, Intranet and Extranet systems Experience in using Web Contents Management Systems.
