Reporting to the Ground Stations Operations Manager of the Ground Stations and External Interfaces GSEI Team, the Junior Ground Stations Operations Engineer and supports operations and upgrades of EUMETSAT ground stations and external ground station services. DUTIES Support the coordination of the operations of EUMETSATs operational Ground Stations and externally provided Ground Station services Analyse Ground Station Systems operations and performance, raising Anomaly Reports, supporting investigations and proposing evolutions Support the planning and organisation of upgrades, maintenance and evolutions of Ground Stations, minimising the impact on operational services Definition of requirements and validation of engineering changes affecting the Ground Stations Support the production of operational procedures and training of the operations teams Support the procurement and management of Ground Stations and external service contracts Support the development and transition into operations of future satellite systems. SKILLS AND EXPERIENCE Knowledge of ground station elements, RF engineering andor satellite communication techniques gained through either academic study or practical experience Demonstrated ability in planning, organising and coordination of activities andor people Demonstrated strong aptitude towards problem solving in a technical context, including developing innovative solutions Demonstrated selfstarting behaviours and willingness to accept responsibility for the successful completion of a task A demonstrable learning orientation and the willingness to expand own knowledgeskills Good interpersonal and communication skills, proven ability to work in a team and to build and maintain personal professional relationships Strong motivation and potential to develop towards full professionalism in the area of ground stations. University Degree in a relevant discipline e.g. Telecommunications, RF Engineering, aerospace engineering Candidates must be able to work effectively in English and have some knowledge of French. EMPLOYMENT CONDITIONS The initial contract will be under the EUMETSAT Early Career Employee Programme ECEP, for two 2 years with grade A1. Subject to successful performance, a further contract of 5 years duration will be awarded in a post graded A2A4. Additional contracts may be awarded thereafter, subject to individual performance and organisation requirements. There is no limit to the amount of followup contracts a staff member can receive up to the EUMETSAT retirement age of 63, and there are certainly opportunities to establish a long career perspective at EUMETSAT. This post is graded A1 on the EUMETSAT salary scales. The minimum basic salary for this post is EURO 4393 per month net of internal tax which may be negotiable on the basis of skills and experience. The salary scale provides for increments on the anniversary of taking up employment, and scales are reviewed by the EUMETSAT Council with effect from 1 January each year. The Contractor will also provide services to the routine operations phases of the existing MSG and EPS programmes. The key person will provide services to the RSO division but shall initially provide services to the PRD department for the development and operations preparation of the MTG Programme focussing on system and ground station aspects, ensuring they are brought to a suitable level for the transition of the programme into routine operations. The support comprises a range of tasks across a number of different departments within EUMETSAT so the Key Person will need a broad knowledge of operational ground segments and how the ground stations fit into the general scheme. The ideal candidate shall also contribute to the routine operations of the existing MSG and EPS ground stations, as well as their future evolutions. The Key Person will perform the following tasks System and Ground segment operations preparation activities Review documentation and attend formal reviews Defining and performing Ground Station Operational Scenario Validation OSV and Operational Rehearsal activities for future programmes Definition and maintenance of operations procedures manual and automated, displays, databases and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Day to day operations of current and future ground stations including daytoday planning, monitoring and first line anomaly investigations Processing and coordination of system and ground segment anomalies in particular but not limited to ground stations , their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Analysis of ground station obsolescence, and upgrade paths within a 247 operations environment Participation in technical meetings, formal reviews, and scheduling and planning meetings Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations and Engineering Teams. Ideal candidate In addition to having a university degree in a relevant technical discipline or the equivalent work experience, the Key Person shall have the following mandatory attributes at least two years experience in a realtime spacecraft operations environment at least two years experience in the routine operations of large and complex ground stations preferably in an earth observation environment experience of the preparation and use of operational procedures, databases, displays and documentation. Experience of the following would be a distinct advantage experience in the operations preparation and routine operations of Geostationary GEO andor Low Earth Orbit LEO satellite systems experience of document management and configuration control processes experience of development and upgrades within a 247 operations environment experience in defining user interfaces for operations HMI, reports, etc. experience in the configuration andor use of Space Link Extension SLE experience in the use of Dataminer.
