Project Management Support Key Tasks and Responsibilities In support of the EUMETSAT Polar System Second Generation EPSSG Ground Segment Manager and the team, you will have the following responsibilities Participate in team management meetings and in meetings with partner agencies, contractors, internal stakeholders, etc. as appropriate Track progress against agreed development plans and signal any likely or identified deviations from these plans, together with proposals to reduce the impact of any delays Track actions and risks, analysing and reporting critical issues to the Project Manager, and support the close out of such actions and risk mitigation activities Prepare minutes of meetings and correspondence to industry andor EUMETSAT partners Contribute to the preparation and execution of the Project Reviews from a management standpoint Contribute to maintaining the project schedule in coordination with EPSSG team members, perform a critical path analysis of the schedule Support the Project Manager and team in maintaining project documents such as the Project Management Plan, Product Tree, Team Organisation Chart, Work Breakdown Structure WBS and related documents Prepare presentations and synthetic progress reports for internal e.g. report to senior management and external purposes Follow up subsystem development activities Support the control of the baseline definition of the ground segment Support on a case by case basis the other Programmes within the LEO Division in Project management support activities Skills Experience You will have the following qualifications and relevant experience University degree in the domain of engineering, science, business administration or equivalent Several years of experience performing project management activities Several years of experience working on large and complex development projects in the aerospace or similar domain Experience of working on a collaborative programme between different partners Ability to make synthesis from various written or verbal inputs with excellent English writing skills Good computing skills with strong experience of MS Office software Word, Excel, Powerpoint, Project, etc.. The following skills would be an asset Knowledge of Quality Assurance procedures and processes Certification in project management or in project management disciplines Knowledge of systems development lifecycle Experience of Ground Segment development for Earth Observation systems Knowledge of ECSS standards. The Copernicus Programme Management Support Engineer shall report to the Copernicus Programme and Service Manager and liaise with the Copernicus Programme and Service Management Office CPO team. Overall the engineer shall support the Copernicus Programme management in the preparation of implementation reports to be delivered to the EC and to EUMETSAT Delegate Bodies, in the preparation of Programme bilateral meetings between the EC EUMETSAT and associated documentation presentations, agendas, minutes of meeting, in the monitoring and reporting of Programme indicators including technical service level performance indicators and in the maintenance of management and high level plans,. PROFILE The Engineer shall have, as a prerequisite, a demonstrated experience in project management of at least 5 years, in service management and service level monitoring and reporting, preferably in space projects,. The Engineer shall have a University degree. The following skills are mandatory Project Management Prince 2 or equivalent and Project Control including Project planning, initiation, and organization, Software tools for project management, Accurate estimating and cost control, Project execution and control, Developing powerful project presentations and reports, Managing risk and making decisions, Effective problem management, Performance service management, Managing change. Excellent analytical and reporting skills Knowledge and experience of QA processes and procedures Expert in using Microsoft Office software Word, Excel, Powerpoint and MS Project The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the keyperson must be able to work effectively in this language. The Engineer is required to have the experience and capability to fulfil the assigned tasks with the minimum of supervision. The Engineer shall have good interpersonal skills. TASKS EXPERIENCE The tasks of the Copernicus Programme Management Support Engineer shall include, but not necessarily be limited to, the following 1 Support the Copernicus Programme Manager in the preparation of annual and quarterly implementation reports to be delivered to the EC including service performance and technical progress, open issues, action status, risk status 2 Support the Copernicus Programme Manager in the preparation of annual Work Programmes detailing the set of tasks to be implemented and associated schedule 3 Support the Copernicus Programme Manager in the preparation of Programme Management Meetings between the EU and EUMETSAT including the preparation of agendas, viewgraphs addressing progress and main issues, recording of the Minutes of Meetings and of the associated actions 4 Support the Copernicus Programme Manager in the preparation of elements of progress reports to EUMETSAT Delegate Bodies as well as the preparation of synthetic progress reports for internal and external purposes 5 Support the Programme Manager in the preparation of the Programme Briefings from a management standpoint as well as the organization of dedicated key points 6 In close liaison with the CPO and operations teams, support the establishment and maintenance of service level indicators to track and report progress of Copernicus entrusted activities and associated service level performances 7 Maintain with the Copernicus Programme Manager and his team a Critical Item List associated with all entrusted activities 8 In close liaison with the Copernicus Quality Assurance Engineer, support the periodic maintenance of the EUMETSAT Copernicus Management Plan ECMP, the Management Plan for Copernicus data services delivered by EUMETSAT on behalf of the European Commission SMP and all associated documents including work practises etc and the Work Breakdown Structure, Product tree Documentation tree 9 In close liaison with the Copernicus Programme Manager and his team, followup the progress and status of the internal actions decided at various occasions such like the Programme Management Meetings, the Ramp Up Steering Committee meetings, the Management Board meetings, or coming from internal CPO Team meetings. Tasks and Responsibilities Support Project Managers in preparing dedicated Project breakdown structure and derive the associated Development and Management Plan DMP. The DMP shall describe The development logic including the interrelation with its related programme and with other Upgrade Projects The organisation of the project and the agreements structure with the different MMEs contributing to the Systems Upgrade in each programme The Project Phases and planning The management processes to be implemented during the project lifecycle The product tree The Work Breakdown Structure WBS and associated Work Package WP descriptions The planning and associated identification of the Critical Path The project schedule up to hand over to the related programmes still in Phase CD.
