Senior Ground Segment Engineer

For our activities in EUMETSAT, we are currently looking for a Senior Ground Segment Engineer for the Sentinel3 Mission. Sentinel3 is a Low Earth Orbiting mission to support services relating to the marine and global land environment, with capability to serve further atmospheric and cryosphericbased application areas. The objectives of the Sentinel3 mission encompass the commitment to consistent, longterm collection of remotely sensed marine and land data, of uniform quality, for operational ocean state analysis, forecasting and service provision, in the context of the Copernicus Services as set up by the European Commission. Tasks and Responsibilities The Ground Segment System Engineer shall support the Sentinel3 Operations with respect to EUMETSATs S3 Ground Segment maintenance and necessary evolutions, including the necessary coordination with the other S3 Ground Segments and Core Ground Stations at architectural and system engineering level and also for the related functions and interfaces between those ground segment and within the EUMETSATs Sentinel3 ground segment including the EUMETSAT MultiMission Elements. In addition, the Ground Segment Engineers shall provide support to the AIV activities during the integration of the S 3 ground Segment and shall coordinate the verification of the new systems and their interfaces into the EUMETSATs Sentinel3 ground segment. The Key Persons duties will include a range of tasks, from preparing and providing the support of the day to day operation and maintenance currently in the preparation phase, the analysis, and ground segment level testing of the facilities which also includes the handling of anomalies, design of upgrades and configuration changes for these facilities at overall ground segment level. The Key Persons will be the focal point when it comes to integrating the individual Facilities into a ground segment system, covering all aspects of system integration and testing, including endtoend testing of the overall EUMETSATs Sentinel3 ground segment including the EUMETSAT MultiMission Elements. Tasks will also contain the maintenance of an uptodate set of design documents and Interface Control Documents for the operational systems and shall perform technical analysis of system architecture and specification for evolutions or major upgrades of the S3 ground segment. In support to operations, the Key Persons may also be required to provide on call support as part of a team of maintenance engineers, especially for the S3 commissioning and initial operations phases. Qualifications Requirements The Key Person should have the following background A University degree or equivalent plus minimum 8 years of experience Adequate to the requested category a minimum of 5 years of experience in system engineering for the development or major upgrades including support to operations and maintenance of EO related ground segments or main components of them based on large scale software systems is required. Knowledge and experience is required in ECSS, ISO, Software development related Ground System engineering processes and standards. Definition, management and traceability of requirements structure with the support of dedicated tools e.g. DOORS. And the following specific technical skills and experience Experience of ground segments which are designed and developed taking advantage by the reuse of existing generic infrastructure and functional elements System and Interfaces EngineeringAIT experience for the development of major upgrades new ground systems in a 247 operational environment. Good knowledge of at least 2 of the following and an overview of the others Networking Communications, Near RealTime Data Processing, Monitoring and control of satellites, Monitoring and control of ground systems Experience in Ground Segment I, VV. Your Tasks Include The key person shall be primarily assigned to Sentinel 3 system operations preparation and support to 3A routine, covering all satellite and system FOSPDGS components aspects related to operations engineering for the platform, payload and instrument data handling, instrument parameter and OBSW maintenance, as well as FDIR and OPS security aspects for the management of encryption and authentication functions. The key person shall be trained to provide operations expertise and support to further platform subsystems and I or payload instruments, depending on his or her experience and the overall team needs. Eventually, each position should be able to ensure the backup of any of the 3 positions, to ensure routine operations and the first recovery actions. The key person shall also participate in coordinating the satellite operations activities of other team members and external teams responsible for onboard software management, simulator support, mission control, mission planning, flight dynamics and ground stations. Furthermore, the key person shall support system and operations preparation activities for Sentinel3B and for the recurrent mission with respect to their related activities. The key person shall be required to support operations during normal working hours, as well as support the oncall operations engineer rota, such that safe and efficient operations are ensured by the Spacecraft Operations Team on a 247 basis. The tasks of the Key person will typically include Support to the commissioning and routine operations of Sentinel 3A, and preparing for Sentinel3B comprising Provision of operational expertise to their relevant system ref. to Table 1 in particular, with support to other platform subsystems andor payload instruments andor onboard software management, satellite simulator and ground segment operations interfaces Maintain the corresponding operations documentation and flight procedures, including the update and operational validation of procedures releases in a configuration controlled environment Perform trending and performance analysis on the corresponding subsystems and instruments, including definition and possibly prototyping of additional analysis checks where necessary Investigations into satellite anomalies. This may require a close cooperation with the Post launch Support Office PLSO in ESTEC and space industry Support the coordination of partner agency interactions for relevant subsystemsinstruments Participation in the satellite oncall support rota Identification and support to implementation of system and process improvements concerning the Spacecraft Operations Team responsibilities and interfaces. Support to the system and operations preparation of sentinel3 C and D satellites Provide inputs and I or review the definition of system and satellite operational concepts Review space to ground interface specifications and flight operations manuals Support the definition of tools and processes required to prepare for and operate the satellites. Support to the system and operations preparation of other LEO satellites Provide operations preparation support as required to the Sentinel6 development. Your Profile In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have a demonstrated experience in at least two of the following mandatory skills, with a particular emphasis on relevant Systems of their work assignment relevance see Table 1 Experience of at least 5 years of Spacecraft Operations on Low Earth Orbit LEO, 3axis stabilized spacecraft with responsibility for one or more platform subsystems or instruments during operational validation, commissioning or routine operations phases Experience of at least 3years of SCOS2000 mission control system and use of the MOIS operations preparation tool Demonstrated experience in satellite performance monitoring and reporting aspects including anomaly analysis and solving in liaison with satellite industry, procedure change control and configuration management processes Experience in the operation or development of satellite ground segment facilities, in particular procedure development, monitor and control, mission planning, onboard software management, performance analysis, configuration management and simulator facilities. Furthermore, it would be a distinct advantage for the Key person to have experience with some of the following Specification of system and operational concepts, facility requirements Familiarity with OnBoard Control Procedure and OnBoard Position Scheduler concepts Familiarity with the ECSS Packet Utilization Standard, customization and usage Familiarity with system change control and configuration management procedures Data analysis software packages such as MATLAB File parsing languages such as PERL, AWK Use of VBA for development of adhoc tools in MS Office applications.
