For one of our main customers ESAESTEC, we are currently looking for a Programme Controller to offer Planning and Management Support under direct authority of Head of the Education Knowledge Management Office. Tasks and Responsibilities In close collaboration with the project managers and the Senior Financial Controller Office, initiate, monitor and control all administrative actions related to procurement and contractual matters in particular Prepare the multiyear and annual activity plans, with associated cost plans, manpower plans and schedules Execute cost monitoring and control Liaise with Contract, Budget and Payment Officers to ensure the coherence of the procurement and cost control processes Assist the preparation of tender documents with respect to cost and scheduleplanning requirements and participate in the evaluation of proposals prepare information required for subsequent contract negotiations and participate in all tasks related to the placement of contracts Prepare, verify and distribute any adhoc reportsanalyses as required Coordinate the production of projectsprogrammelevel reports activities, costs, georeturn, etc Additionally Implement the newlydefined evaluation policy across the education programme, develop Key Performance Indicators for each activity and coordinate data collection and analysis prepare, verify and distribute any adhoc reportsanalyses as required Elaborate and maintain coherent and efficient Officelevel management support processes, methods, and tools. Experience and education Candidate with Masters degree and experience in working with computerised systems good knowledge ESA procurement processes and tools familiarity with SAP is essential. Experience as Project Controller in another ESA projectprogramme is an asset. Candidates are expected to demonstrate good organisation skills, accuracy, and the ability to establish and maintain effective working relationships. They must also possess good communications skills, as well as initiative and autonomy capabilities. The candidates must have sufficient and relevant experience to perform the above tasks effectively and demonstrate a flexible approach according to the ongoing needs of DGCDE. RHEA is currently recruiting a Project Controller to support Earth Explorer Project Control Section at our clients premises in Noordwijk, The Netherlands. This is a fulltime replacement for a maternity leave starting as from May 26th 2015, for an initial duration of 6 months. Tasks and Activities The scope of work will include Prepare, issue and control all administrative actions related to procurement, payment and contractual matters and liaise with the relevant Services e.g. finance, procurement to ensure timely compliance with all internal regulations. Prepare the financial contract commitments and support the data entry of the milestone payment plans in the Agencys systems. Perform routine tasks such as invoices and purchase orders processing. Support assigned projects in the implementation of industrial activities Control of assigned contracts with respect to financial commitments, cost, schedule, progress, invoicing, industrial return Assessment and monitoring of the status of the procurement actions, using ESA Corporate and local IT Tools, including activity progress, maintenance of payment plans, correctness of financial charging, invoicing and payment. Facilitate the invoicing process for the assigned missions, studies andor services. The post holder will be the first verification with respect to the formal correctness of incoming GRNs from industry and assign the internal approval cycle according to the prevailing rules and procedures. HeShe shall take any necessary corrective actions in consultation with the Technical Officers Support to the processes related to the main resources of the organizational entity i.e. budgets, manpower, staffing, including planning, execution and followup of the activities and resources budgets, manpower, missions, recharges of the programme. Maintenance and update of the programme Cost at Completion Planning and reporting on procurement, cost, schedule, industrial return, workforce and risks Financial, schedule and performance report generation and maintenance Compile the inputs for monthly reports and Quarterly Status Reports Support the preparation of the financial contract commitment and the data entry of the milestone payment plans Participate in the evaluation of proposals and change documents Assist in the preparation of project audits Skills and Experience The following skills and experience are mandatory University degree Bachelor from a recognized Institution of secondary studies or equivalent qualification in Business Administration or Communications as relevant, with typically 4 years of relevant experience. Experience with industrial return forecasting and reporting Experience in maintenance of a risk register, high level schedule and document configuration control Experience in project review and risk management processes Highly proficient with planning and project control tools e.g. SAP, MS Excel, MS Project. Excellent planning and organization skills and attention to detail, good judgment and a pragmatic approach Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule The following skills would be highly desirable Experience in the Aerospace Industry.
