Main responsibilities The assistant programproject controller will support the HRE Manpower Contract Technical Officer on the day to day activities in particular Support the preparation of Request for Tender RT Support the contract coordination activities with the ESA Contract Officers Support the preparation of contract changes as documents and perform their implementation in esap Insure the correctness of the process by carrying out reviews on Statement of Work, deliverables and KPI Support the process for presenting the Services proposal to the Technical Responsibles and the Contract Officers Monitoring of recruitment process Register all contract information in HRE databases Create contractContract Change Notice CCNWork Order WO in esap Update THREAD with contractor information Manpower AssignmentMAS, Service and verify completeness with internal workforce database Participate to the ESTEC Frame Contract Operations Board to provide HRE inputs in agreement with and HREM and HREMC management Prepare the monthly expected GRN based on forecasted costs and TCAR estimated amount Complete the consolidation of all manpower contracts e.g. end of year, contract closuremodification, adhoc actions Prepare and provide several reports on contracts e.g. status of contracts vs budget, amount committed, accrued, invoiced, etc and analyse trends and deviations Support badge process for contractors Update the HRE contractors workforce database and closely monitor the evaluation Support the interview process for MAS contractors e.g. by preparing the list of contractors, the schedule of interviews, meeting room reservations, security entries, accompanying contractors, staff etc. Ad hoc reporting. In addition, the following activities will be requested when needed Update the HRE manpower contract processes Suggest improvements in HREMC processes and tools e.g. workforce database Support the ESA HRE Time recording activities where required incl. excess hours, launch campaigns and special working arrangements etc. Support information and reporting for managerial accounting issues Where required, prepare reports on budgeting vs actuals and analyse the deviations Support knowledge management activities Support the evolution of QMS procedures Support preparation and recording of minutes for internal HREMC meetings. Ideal candidate The successful candidate shall bring a University Degree minimum Bachelor level in the area of Finance, Engineering or similar field, and at least 2 years of experience in the tasks listed above. The following skills and experience are required The ideal candidates should demonstrate in the selection process that they possess relevant work experience in the above requirements. The candidate needs to have experience within multicultural and international environments. Strong problem solving and result driven approach. Strong ability to work independently and within group. Very good communication and writing skill since the position is interfacing Managers. Ability to work under short delivery notice on multiple related activities. Knowledge of procurement process. Knowledge of financial accounting and managerial accounting. Very good knowledge of Excel, and Word. Good knowledge of esap and other ESA ERP EnterpriseResourcePlanning tools e.g. Workforce management and budgeting is an asset. Good knowledge of the THREAD tool is an asset. Your Job The Spacecraft Controller is directly responsible to the Team Leader, Spacecraft Operations and is entrusted to monitor and control a number of spacecraft for the purpose of ensuring the safety of the assets providing the best performance to the customers and maximising the spacecraft lifetime. Heshe must be attentive to the operational status of the spacecraft and inquisitive regarding spacecraft data anomalies and be error free in actions concerning spacecraft commanding. Errors in either of the above areas can cause irreparable spacecraft damage and loss of corporate revenue through service outages. Heshe must therefore be sufficiently experienced and knowledgeable as a technologist to understand the functioning of the spacecraft and ground systems. In addition, maturity, reliability and tact are needed. During the majority of working hours heshe is without direct supervision being immediately available. Your Responsibilities Operate spacecraft in accordance with approved procedures and the daily operations plan. Strive to achieve and keep highest possible level of competency to perform all assigned duties and have the awareness to know when to escalate for assistance. Reliable and accurate execution of spacecraft operating procedures. Autonomous execution of manoeuvre burn plans. Continuously monitor spacecraft telemetry and alarm status. Respond to alarms or anomalous conditions by using good judgment, in particular by applying the process of analysing anomalous behaviours, identifying the cause, implementing and verifying the appropriate contingency procedure and if necessary by calling for additional support. Apply the principle of, TestasyouFly, FlyasyouTest in flight operations. Without hesitation, notify the AnalystEngineer, the appropriate SOC Team Leader or other oncall personnel of any event not covered in the plans or procedures. Originate spacecraft and equipment anomaly reports. Strive for accuracy in reporting the facts. Responsible for the operational configuration of the station TTC support path. Ensure that spacecraft telemetry and command capability is always available. Maintain the spacecraft operations logbook in concise and accurate manner. Perform special tests on behalf of engineering by approved procedure. Assist in the development of schedules, logs, forms, charts, graphs and other devices designed to provide thorough records of performance. Perform offline data analysis. Ensure that all displays for spacecraft operations are kept uptodate. Maximise transponder availability by effectively communicating operational problems to the Ground Operations and Network Operations personnel regarding spacecraft activities and performance. Operate ground station independently or in cooperation with responsible staff. Rotate shifts on 24hour duty, 7 days per week. Maintain a professional personal and workplace appearance. Maintain technical proficiency by periodically reviewing procedures and other spacecraft documentation. Execute procedures on the Dynamic Spacecraft Simulator. Attend regular training sessions in order to achieve and maintain an accreditation level to perform required functions. Rehearse on the simulator established nominal and contingency procedures. Perform other duties as required by Team Leader.
