Senior Engineer, Spacecraft Payload Ref SES0603 Region Europe Location Isle of Man Douglas Company SES Category Space Operations Position Staff Published 20150731 Context The Senior Engineer, Spacecraft Payload, will be responsible for the oversight of the companys contracts with the satellite payload manufacturers. Working closely together with the SES Spacecraft Field Offices, Space Operations and Ground Infrastructures groups, the position involves supervising the development of multiple satellite telecommunication payloads and of local ground station antennas. The candidate will need to ensure SES SLs SES Satellite Leasing best interests are protected, reviewing as appropriate milestones and timelines to ensure that contractual and programmatic targets are met. Attendance at key milestone meetings events throughout the development and manufacturing of the satellite payloads will also be required design reviews, test readiness reviews, management meetings, testing, etc.. The role will require a high level of interface with other SES departments who support these various activities. Primary Responsibilities Key Result Areas Together with the SES Field Offices, perform the oversight of SES SL payloads development and, as appropriate, attend relevant meetings and reviews with both SES internal and external stake holders spacecraft payload manufacturers, ground segment service providers, Field Offices safeguarding SES SL interests in the case of schedule or programmatic issues arising. Early detection and identification of critical problem areas throughout the design and construction phases of the satellite projects. Interface with SESinternal teams, the satellite payload manufacturers and ground segment antenna service providers as appropriate, in the management of SES SL procurement activities. Support and advise on all SES SL investment decisions related Support the management and operations of local ground station antennas. Maintain a wide satellite payload industry review and be proactive in keeping SES informed of market developments, competitive ventures and opportunities Competencies Competencies in the fields of satellite payload architecture, design and manufacturing. Ability to work on technical and programmatic issues with manufacturers, SES field office team and specialists from SES headquarters. Excellent communications skills both written and oral. Negotiation skills, assertiveness and ability to seek working solutions within program constraints. Selfmotivated and capable to work both independently and within a team. Strong ability to establish good business relationships with various internal and external stakeholders from multidisciplinary backgrounds. Experience Qualifications University Degree in Electrical Engineering, Aerospace Engineering, Engineering Physics or equivalent 5 years work experience in payload and system engineering related to spacecraft disciplines Knowledge in Spacecraft system engineering Payload and RF equipment, repeater and antenna subsystem Link Power budgets Space Hardware Assembly Integration and testing The candidate should have a broad systems view of the satellite and mission fields. We are looking to recruit a permanent Spacecraft Controller based at the Hawthorn Site in Wiltshire. The requirement is to work 44 hours per week 2 days on, 2 nights and 4 off. The Spacecraft Controller will successfully monitor and control the SkynetNATO constellation of geo spacecraft including the associated ground segment, operating procedures and documentation. Serco Defence are the current holders of the prestigious Skynet 5 contract which provides satellite communication services to the UK Government and Armed Forces. For our activities in Hawthorn Site, we are currently looking for a Spacecraft Controller. Tasks and Responsibilities Ensure all agreed operational policies, processes and procedures are adhered to. Represent Serco and the Customer at meetings and briefings as required. Ensure all meetings are attended as required or, provide a suitable deputy. Comply with, and ensure adherence to, the QHSE, FIRE, HR and Security Policies. Conduct any reasonable tasks or assignments as requested by line management. Ensure awareness of Operational and Contract KPIs and contribute to meeting targets set. Ensuring the health and safety of the Skynet fleet, ensuring all operations are IAW with documented procedures and are completed in a safe and timely manner. Correct operation of Flight AutoProcedures either manually or initiated by the Task Scheduler, ensuring the correct argument files are loaded. Correct and timely configuration of the Tracking Telemetry Command TTC path. Correct and timely configuration and initiation of Spacecraft Ranging as scheduled. Maintaining appropriate Spacecraft Controller Currency Levels recorded in the Currency Matrix. Completion of any appropriate task raised that enhances the performance, efficiency, safety, productivity or service delivery of the SOC as requested Requirements Candidates must have a solid background in a technical or electronic environment, to the level of Senior Technician. Ex service personnel should have completed a service College apprenticeship in electronicstelecommunications, and possess a background in Avionics, Air Defence, Air Radar or Communications. A formal qualification to ONC or HNC would be advantageous. Alternatively the position is also open for graduates with a qualification in a related subject such as Aerospace Engineering, Satellite Communications, Telecommunications, Physics etc. Experience working with computer systems and PC literacy is required. Candidates must be adaptable, selfdisciplined and able to work in a calm and correct manner under conditions of stress. The position requires working a shift rota candidates must be able to fit in well within a small operations team. Tasks The Key person shall work in the Operations and Services to Users Department as a member of the Metop Spacecraft Operations Team. The key person shall be primarily assigned to the Metop Attitude and Orbit Control System AOCS operations and trained to provide operations expertise and support to further platform subsystems and or payload instruments, depending on his or her experience and the overall team needs. The key person shall also participate in coordinating the satellite operations activities of other team members and external teams responsible for onboard software management, simulator support, mission control, mission planning, flight dynamics and ground stations. Furthermore, the key person shall support system and operations preparation activities for MetopC, for Metop Second Generation satellites and possibly also for Sentinel6, particularly with respect to AOCS related activities. The key person shall be required to support operations during normal working hours, as well as support the oncall operations engineer rota, such that safe and efficient operations are ensured by the Spacecraft Operations Team on a 247 basis. The tasks of the Key person will typically include Support to the routine operations of Metop A, B and preparing for MetopC, comprising Provision of operational expertise to the Attitude and Orbit Control System in particular, with support to other platform subsystems andor payload instruments andor onboard software management, satellite simulator and ground Segment operations interfaces. Maintain the corresponding operations documentation and flight procedures, including the update and operational validation of procedures releases in a configuration controlled environment Perform trending and performance analysis on the corresponding subsystems and instruments, including definition and possibly prototyping of additional analysis checks where necessary Investigations into satellite anomalies. This may require a close cooperation with the Operations Support Entity in ESTEC and Industry Support the coordination of partner agency interactions for relevant subsystemsinstruments Participation in the satellite oncall support rota Identification and support to implementation of system and process improvements concerning the Metop Spacecraft Operations Team responsibilities and interfaces. Support to the system and operations preparation of Metop Second Generation satellites Provide inputs and or review the definition of system and satellite operational concepts Review space to ground interface specifications and flight operations manuals Support the definition of tools and processes required to prepare for and operate the satellites. Support to the system and operations preparation of other LEO satellites Provide operations preparation support as required to the Sentinel6 development. Essential requirements In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have a demonstrated experience in at least two of the following mandatory skills, with a particular emphasis on ThreeAxis Stabilised Attitude and Orbit Control Systems Spacecraft monitor and control operations Spacecraft operations preparation engineering Low Earth Orbit spacecraft design or Assembly Integration and Test activities at system or subsystem level. Strong data analysis, processing and synthesis skills.
